KUALA LUMPUR, 23 August 2026 – The Selangor State Government and the Federal Government, through the Federal Territories Department, today agreed to implement five immediate measures to reduce flooding affecting residents in the Klang Valley.
Selangor Menteri Besar Datuk Seri Amirudin Shari and Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh, in a joint statement, emphasised that close cooperation between both parties is critical. Three in 10 Malaysians live in Selangor and the Federal Territory of Kuala Lumpur, which together contribute 41.7 per cent to Malaysia’s overall economy.
Both leaders agreed that Selangor and Kuala Lumpur must work together to manage water drainage from the Hulu Selangor area that flows through Kuala Lumpur and onwards to the southern localities. The policy agreement covers land management, retention capacity, green spaces, sustainable urban development and water drainage.
The five agreed actions are as follows:
1. Technical meeting within two weeks
Technical teams will hold a follow-up meeting within two weeks to determine project locations, scope, cost estimates, funding sources and implementation methods. Initial details will be prepared before the next Parliamentary session and the tabling of Budget 2027. Regular meetings will also be held to monitor progress and resolve outstanding issues.
2. Study of Batu Dam and Klang Gate Dam capacities
Both parties agreed that a study of the capacities of Batu Dam and Klang Gate Dam is necessary to assess whether current capacities are sufficient to meet water management needs over the next 20 to 30 years.
3. Identification of sites for new flood retention ponds
Relevant technical agencies will identify suitable sites in upstream river areas, including within Selangor, for the construction of new flood retention ponds. The assessment will cover technical suitability, land status, impacts on the environment and communities, and each site’s ability to reduce flood risk.
4. Increasing the capacity of three existing ponds
The Selangor Department of Irrigation and Drainage will identify three existing ponds suitable for upgrading to increase their retention capacity. The three ponds are Kampung Laksamana Pond, Sungai Kertas Pond and the pond at Bukit Lagong. The pond at Bukit Lagong is located within a forest reserve area that would need to be de-gazetted to allow the area to be used as a retention pond.
5. Coordination of river dredging and sediment disposal works
The Selangor Department of Irrigation and Drainage, together with the Kuala Lumpur Federal Territory Department of Irrigation and Drainage, will coordinate the identification of rivers in Kuala Lumpur and Selangor that require dredging and sediment removal works. The Kuala Lumpur Federal Territory Department of Irrigation and Drainage will also help identify a suitable 30-acre site in Selangor for disposal of dredged sediment. Site selection will take into account technical suitability, land status, sediment management methods and impacts on the environment and surrounding areas.
Each action will be detailed according to its location, implementing agencies, cost estimates, funding source and implementation timeframe.
The Selangor State Government and the Federal Territories Department will continue coordinating with relevant technical agencies to ensure flood management, urban development and protection of green spaces are planned in a balanced and sustainable manner.
“The priorities of both administrations are to reduce flood risk, strengthen urban resilience and ease the concerns of Kuala Lumpur and Selangor residents during the rainy season. These efforts will improve the people’s quality of life through more proactive, organised and integrated planning,” the joint statement said.
