WASHINGTON D. C Oct 14, 2026 – Elon Musk has addressed claims that SpaceX limited Ukraine’s access to satellite internet, stating that Starshield systems are owned and controlled by the US government while Starlink remains a commercial service with clear usage boundaries.
In a response posted on X, Musk wrote: “Starshield systems are owned and controlled by the US government. Any limits on speed or usage are decided by the US military and ultimately POTUS. Starlink is a commercial service owned and controlled by SpaceX. Usage of Starlink is limited to civilian or defensive activities and cannot be used for offensive military action, as doing so would be inappropriate for a commercial company.”
The statement follows Ukrainian reports of unexpected speed restrictions on satellite terminals that disrupted drone operations and other battlefield communications. Ukrainian officials, including former Defense Minister Mykhailo Fedorov, noted that connectivity for terminals moving at higher speeds had been partially restored but stressed the need for full removal of limits on the military-oriented Starshield system.
Starlink, SpaceX’s commercial low-Earth orbit broadband service, has provided critical communications support to Ukraine since the early stages of the conflict. Starshield is a separate military and government-focused offering that uses related satellite technology but operates under US government control and enhanced security protocols. The distinction has been a recurring point of discussion as Ukraine relies on the network for both defensive and operational purposes.
The latest restrictions come against a backdrop of strained relations between Kyiv and Washington. No immediate public comment from the US government was available regarding the specific speed limits. Musk’s clarification places responsibility for any Starshield constraints with US military and presidential authorities rather than SpaceX’s commercial operations.
