PUTRAJAYA April 16, 2026 – The Ministry of Home Affairs (KDN) today clarified its enforcement action against two publications that have been issued Prohibition Orders under the Printing Presses and Publications Act 1984 (Act 301).
The two books in question are Memoir Shamsiah Fakeh: Dari Awas ke Rejimen Ke-10 and Komrad ASI (Rejimen 10): Dalam Denyut Nihilisme Sejarah.
In a media statement issued today, KDN stressed that the enforcement action was taken based on current assessment of the publications’ content and its implications on public security and order, and not solely dependent on the publication date.
“KDN wishes to explain that enforcement actions are not subject to the period in which a publication was published. Instead, they are implemented based on current evaluation of the content and its implications on public security and order,” the statement said.
The content evaluation was made based on Section 7 of Act 301, particularly elements that could harm public security. Through continuous monitoring and intelligence information received, KDN found that materials containing communist elements and ideology are now circulating more openly in the market.
“If previously the dissemination of such materials was limited and closed, recent developments show a tendency to normalise and glorify the ideology, which clearly contradicts national security interests,” the statement added.
KDN also rejected claims that the enforcement action aims to restrict intellectual freedom or academic discourse. Instead, the action is described as a necessary preventive measure to protect society from the spread of ideologies that could undermine harmony and public order.
“KDN will not compromise with any attempt to spread, promote or revive ideologies that are contrary to the law,” the ministry emphasised.
Investigations are currently being conducted on both publications, including involving the publishers such as SIRD to ensure compliance with legal requirements, including registration status with the Companies Commission of Malaysia (SSM) and the Registrar of Societies (JPPM).
KDN also urged all parties not to amplify this issue or issue statements that could mislead and spark public polemic. Any enquiries regarding the prohibition status of publications can be made through the official channel of the Enforcement and Control Division, KDN.
The ministry remains committed to conducting continuous monitoring of any elements that could threaten public security and order in order to ensure the sovereignty of the law and the well-being of the nation are always preserved.
