CYBERJAYA, MALAYSIA March 3, 2026 – Prime Minister Dato’ Seri Anwar Ibrahim today officiated the National Scam Response Centre (National Scam Response Centre – NSRC) at Menara 2, Malaysian Communications and Multimedia Commission (MCMC), Cyberjaya. It marks the MADANI Government’s continued commitment to combating cybercrime through the full operational strengthening of the centre, which now functions as the national 24/7 response hub.
NSRC began operations on 7 October 2022 and is led by the Royal Malaysia Police (PDRM) together with operational teams from Bank Negara Malaysia (BNM), the Malaysian Communications and Multimedia Commission (MCMC), and the National Financial Crime Prevention Centre (NFCC).
Throughout 2025, the National Scam Response Centre recorded significant achievements in protecting victims of online financial scams. It handled 146,167 complaint calls and carried out the freezing of 138,915 involved accounts. Through NSRC’s swift action, a total of RM34,051,357.68 was successfully rescued from falling into the hands of scam syndicates.
In addition, the centre recorded a sharp increase in funds returned to victims via the earmarking process — rising from RM508,479.39 in 2024 to RM6,649,171.03 in 2025. The strong momentum continued into January 2026, with another RM1,443,533.40 seized through early freezing actions.
The media statement emphasised that the MADANI Government remains committed to a whole-of-government approach to safeguard the people’s financial security and ensure Malaysia’s digital ecosystem remains resilient against cyber threats.
Legal Empowerment & Advice for Victims
To support enforcement, the government has amended the Penal Code (Act 574) by introducing Sections 424A to 424D specifically to address mule account offences. The amendment to Section 116D of the Criminal Procedure Code (Act 593) now empowers police officers to seize and freeze accounts immediately to block illicit transactions.
NSRC was officially announced in the 2023 Budget and was further strengthened as a One-Stop Centre under the Ministry of Home Affairs following the Special Meeting of the National Cyber Security Committee (JKSN) on 26 June 2025.
Victims of online financial scams are strongly urged to act immediately within the first 24 hours:
1. Contact the emergency hotline 997 as soon as the scam is discovered.
2. Lodge a police report immediately to initiate official investigation and fund earmarking.
3. Check any account or phone number via the SemakMule portal (https://semakmule.rmp.gov.my) before making any transactions.
The government stresses that early action is critical before funds are moved to layered accounts or converted into cryptocurrency.
