KUALA LUMPUR, MALAYSIA Dec 14, 2025 – Digital Minister and DAP National Chairman Gobind Singh Deo has urged Inspector-General of Police Dato Seri Khalid Ismail to explain delays in investigating the death of S. Manisegaran, who allegedly died in custody at the Bandar Sunway Police Station in February this year.
In a strongly worded press release issued on December 13, Gobind highlighted that despite instructions from the Attorney General on December 6 to expedite the probe, the victim’s widow, Puan S. Rajeswari, has not received any updates from the authorities. “This is unacceptable,” Gobind stated, emphasizing that the law mandates an inquiry into custodial deaths to determine the cause and ensure subsequent action.
Gobind pointed out that nine months have passed since the incident, and called for the police to complete their report and submit it to the Attorney General without further postponement. “The Inspector-General of Police must explain the delay in this case,” he said, stressing the need for transparency and accountability.
The minister also advocated for broader reforms to procedures governing custodial death investigations, including the imposition of strict timelines for key steps. He warned that failures by officers to comply should result in disciplinary action or replacement to prevent further setbacks. “Delays will result in injustice,” Gobind noted, adding that prolonged investigations could compromise evidence, witnesses, and the overall process, contravening the intent of Section 334 and Chapter XXXII of the Criminal Procedure Code.
In his statement, Gobind committed to raising the issue with Home Minister Dato Seri Saifuddin Nasution Ismail, pushing for procedural changes to enforce the law effectively and eliminate future delays in similar cases. He also urged the IGP to keep Manisegaran’s family informed of any developments.
The case has drawn attention to ongoing concerns about police handling of custodial deaths in Malaysia, with Gobind’s call underscoring the urgency for systemic improvements to uphold justice.
