SHAH ALAM April 16, 2026 – Selangor Menteri Besar Dato’ Seri Amirudin Shari today announced the Selangor Resilience Strengthening Package worth RM131 million to assist the people and industries in the state in facing the ongoing energy supply crisis triggered by the conflict in West Asia.
He said the State Executive Council took this proactive measure because the war in West Asia between the United States and Israel against Iran has caused major disruptions to energy supplies following the continued blockade of the Strait of Hormuz. Even if the war ends, the recovery of the critical crude oil, gas, fertiliser, sulphur and helium ecosystem essential to Selangor’s industries is expected to take at least one year to return to pre-war production levels.
“Following a review of the state budget, the Selangor State Government has allocated RM131 million for the Selangor Resilience Strengthening Package with five main objectives: strengthening food supply security, reducing the cost of living for the people, controlling inflation from spiralling out of control, increasing the use of public transport, and providing targeted assistance to the most affected groups,” he said in a media statement issued today.
The package, which will begin in June, includes the following key initiatives:
- Jelajah Ehsan Rahmah – RM5 million (to be held once a month in every state constituency across Selangor)
- Selangor Food Warehouse – RM50 million (to increase buffer stocks of essential food items such as rice and protein)
- Baucar Kita Selangor – RM30 million (RM100 per month for six months to 50,000 recipients for the purchase of basic necessities)
- Public Transport Fare Subsidy – RM5.4 million (RM30 per month for six months to 30,000 recipients for subsidies on van DRT, bus and train services)
- Free School Breakfast Assistance – RM9.6 million (involving 873 schools statewide to ease parents’ expenses)
- Agricultural Sector Assistance – RM25 million (between RM300 and RM600 per month for six months to 17,237 paddy farmers, fishermen, smallholders, livestock breeders and aquaculture operators to cover agricultural input costs or diesel prices)
- Empowerment of Selangor Cooperative Entrepreneurs – RM6 million (development grants to cooperatives in the retail and logistics sectors through KOHIJRAH)
In addition, the State Government, through the State Economic Planning Unit and Invest Selangor, will conduct a series of engagement sessions with major industries such as construction, manufacturing, logistics and services, which will be directly impacted by the energy and goods crisis.
The administration will also accelerate the exploration of energy transition opportunities, including solar power, battery storage technology, hydrogen energy, as well as energy efficiency measures in state government buildings, district and land offices, and local authorities.
Dato’ Seri Amirudin expressed appreciation to the Federal Government for increasing the BUDI95 subsidy, which has now reached up to RM7 billion, raising the Budi Diesel subsidy from RM300 to RM400, as well as support for the agricultural community and other initiatives including public transport.
“The Selangor State Government’s efforts through Phase 1 of the Selangor Resilience Strengthening Package serve as preparatory measures and a complement to federal-level planning,” he added.
The state government will conduct active reviews every two weeks with the assistance of the Special Energy Crisis Task Force, monitoring developments in West Asia, Southeast Asia, and data on energy supplies and essential goods to ensure proactive action at the state level.
