PUTRAJAYA, October 30, 2026 — Deputy Prime Minister Datuk Amar Fadillah Yusof has congratulated Indah Water Konsortium Sdn Bhd (IWK) on winning a Platinum Award at the National Conference on Reducing Bureaucratic Red Tape (Reformasi Kerenah Birokrasi, RKB) 2026, recognising a project that sped up the handling of technical appeals at the national sewerage company.
In a post shared on X on Friday morning, Fadillah, who is also Energy Transition and Water Transformation Minister, wrote in Malay, “Syabas dan tahniah Indah Water Konsortium Sdn Bhd (IWK) atas kejayaan meraih Anugerah Platinum,” offering his praise and congratulations to the company on the achievement.
He said the award was given for the project titled “Meningkatkan Kecekapan Pengurusan Rayuan Teknikal Agensi Perakuan Pembetungan (APP)”, or Improving the Efficiency of Technical Appeals Management at the Sewerage Certifying Agency. It was received by the Deputy Secretary-General (Water) of the Ministry of Energy Transition and Water Transformation (PETRA), Dato’ Mohd Rodzwan Mohd Baba Sakri, in his capacity as the ministry’s Chief Reformation Officer, together with IWK officers, at a ceremony at the Selangor International Trade Centre (SITC) in Shah Alam on Thursday, October 29.
Six PETRA projects in the national round
According to the minister, PETRA’s Strategic and International Planning Division brought six projects from the ministry and its agencies to compete at the national level as part of efforts to strengthen the reform agenda and improve service delivery. He described IWK’s Platinum Award as recognition of its commitment, effort and excellence in carrying out bureaucratic reform, and said it reflected the determination of PETRA and its agencies to strengthen governance and make service delivery to the public more efficient.
“Semoga kejayaan ini menjadi pemangkin kepada pelaksanaan reformasi yang lebih progresif, berimpak tinggi dan berterusan demi kecemerlangan perkhidmatan awam,” he added, expressing hope that the win would spur more progressive, high-impact and sustained reform for excellence in the public service. A congratulatory graphic attached to the post, issued in his name by the ministry, showed the RKB Platinum Award trophy, a certificate of appreciation bearing the Malaysia Productivity Corporation (MPC) logo, and a group of officials holding the award on stage.
IWK’s role in the winning project is linked to its function as a certifying agency. According to the company’s website, IWK was appointed by the National Water Services Commission (SPAN) as the Certifying Agency for Sewerage Works Approvals under Section 174 of the Water Services Industry Act 2006 for all states in Peninsular Malaysia and the Federal Territory of Labuan, effective January 1, 2008. In that role it reviews developers’ sewerage planning and design submissions, inspects works and recommends approvals on behalf of the commission.
159 projects from 28 ministries and 14 states
The two-day conference, held on October 28 and 29 under the theme “Mempercepat Pelaksanaan, Memperhebat Reformasi” (Accelerating Implementation, Intensifying Reform), was opened by the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar. According to MPC, it brought together more than 800 participants from the public sector, industry and business associations, with all 28 ministries and 14 states, including local authorities, taking part. A total of 159 RKB projects were presented and assessed by panels from the public and private sectors.
At the closing ceremony, officiated by the Deputy Director-General of Public Service (Development), Datuk Dr Mohd Bakhari Ismail, on behalf of the Director-General of Public Service, Tan Sri Dr Wan Ahmad Dahlan Abdul Aziz, Platinum Awards, Special Awards and Best RKB Poster awards were presented to 52 projects that MPC said showed clear and measurable impact. MPC said reform was no longer an option but a necessity to make dealings easier for the public and the business community, and that processes should be simplified before they are digitised to avoid “digital bureaucracy”.
MPC added that the RKB programme is working towards an aspiration of 500 projects, with potential projected compliance cost savings of RM2.5 billion for 2026. MPC Director-General Dr Mohamad Norjayadi Tamam said at the opening that the success of RKB should be measured by changes the public and businesses actually feel, through faster dealings, lower costs and better-quality services.
