PUTRAJAYA, Malaysia. August 16, 2025 – The Ministry of Home Affairs (KDN) reaffirms its unwavering commitment to prioritizing the safety of Malaysians and the sovereignty of the nation. Home Minister Datuk Seri Saifuddin Nasution Ismail stated that every incident involving foreign nationals will be addressed firmly in accordance with existing laws, following public attention on recent viral cases.

PDRM Acts Professionally, Without Discrimination
Saifuddin emphasized that the Royal Malaysia Police (PDRM) carries out its enforcement duties professionally, without discrimination based on race or country of origin. Every report received is investigated in accordance with the law, with appropriate action taken to ensure public safety. PDRM has initiated investigations into reported cases, including those involving foreign nationals that have gained media attention.
Visa Status Does Not Grant Immunity
The Minister clarified that visa status, whether as a student, investor, long-term visit pass holder, or participant in the Malaysia My Second Home (MM2H) program, does not grant immunity from Malaysian law. Individuals found violating pass conditions, posing a security threat, or disrupting public order will face stern action, including pass cancellation, blacklisting, and deportation to their country of origin.
Presence of Chinese Nationals in Malaysia
Saifuddin stressed that Malaysia only allows the recruitment of low-skilled foreign workers from 15 officially designated source countries, and China is not among them. The presence of Chinese nationals in Malaysia’s low-skilled sector is limited to high-impact government projects, such as the East Coast Rail Link (ECRL).
As of 15 August 2025, a total of 30,679 Chinese nationals are registered as professional expatriates in Malaysia, with the construction sector recording the highest number (10,825), followed by manufacturing (6,407), services (5,385), ICT (4,477), and other sectors (3,585). This indicates that Chinese nationals in Malaysia are primarily engaged in professional sectors and large-scale projects requiring specific technical expertise.
MADANI Aspiration: People First, Sovereignty Upheld
In line with the MADANI Government’s aspirations, Saifuddin reiterated that no compromise will be made with foreign nationals who violate the country’s laws. While Malaysia remains open to investment, education, and international cooperation, this openness will not come at the expense of public safety and national sovereignty. He urged Malaysians to remain calm and confident that the authorities are effectively addressing all threats to ensure Malaysia remains a safe, sovereign, and prosperous nation.
