KUALA LUMPUR, October 30, 2026 — The Digital Ministry has added another 25,000 Global Learning Pass (GLP) licences under the Rakyat Digital portal, bringing the total number of licences available to 50,000, following what it described as an encouraging response from Malaysians.
Digital Minister Gobind Singh Deo announced the expansion in a statement shared on X on Friday afternoon, saying the move was in support of Malaysia’s aspiration to become an AI Nation by 2030. The Global Learning Pass is carried out through the Rakyat Digital portal by MyDIGITAL Corporation.
According to the statement, the additional licences will be offered in mid-November 2026 to the first 25,000 applicants on the waiting list. Applicants on the waiting list have been advised to check their registered e-mail accounts regularly, including their Spam and Promotions folders, for notifications and instructions on the next steps to obtain their licences.
Free access to Coursera courses
The Global Learning Pass is fully funded by the government. It gives Malaysians three months of free access to more than 16,000 courses, guided projects and professional certificates on Coursera, offered by leading universities around the world and industry partners.
The ministry said the step was taken following the encouraging response from the public, and that it reflected the government’s commitment to meeting the people’s interest in improving their digital skills by providing learning opportunities that are easy to access.
“The very encouraging response to the Global Learning Pass shows the high level of interest among the people to keep on learning. Through this additional allocation of 25,000 licences, we are answering that demand and opening up more opportunities for Malaysians to strengthen their capabilities, improve their career prospects and apply the knowledge they gain,” Gobind said in the statement, which was issued in Malay.
“Our priority is to ensure that Malaysia’s digital transformation brings meaningful benefits to the people,” he added. The minister also said Malaysians must be given the opportunity to build relevant skills as well as the confidence to use technology.
First cohort snapped up
The expansion comes after the first batch of 25,000 free licences was fully subscribed. Business Today reported on October 14 that the Digital Ministry had opened a priority waiting list for the next cohort after the initial passes ran out, with registration remaining open. The pass was launched under Rakyat Digital on September 16, meaning the first 25,000 places were taken in under a month, according to the technology site ProductNation. Both outlets also reported that the government plans to make a total of 100,000 free passes available in phases over the course of one year.
Part of Budget 2027 and MD2030 push
The ministry said the additional GLP allocation supports the emphasis in Budget 2027 on strengthening digital capabilities, speeding up the adoption of artificial intelligence (AI) and widening the participation of Malaysians in the digital economy. It also supports the implementation of the Malaysia Digital 2030 Action Plan: Towards an AI Nation (MD2030), by helping Malaysians build the skills and confidence they need to take part in an economy that is increasingly driven by technology, the statement said.
Rakyat Digital is a national platform under the Digital Ministry that aims to equip Malaysians with digital literacy, skills and confidence. Malaysians who wish to take up the free learning courses can visit www.rakyatdigital.gov.my.
