CYBERJAYA, MALAYSIA January 13, 2026 – The Malaysian Communications and Multimedia Commission (MCMC), in coordination with the Ministry of Communications, has announced it is pursuing legal action against X Corp. (formerly Twitter) and xAI LLC for failing to ensure user safety in Malaysia in connection with the AI chatbot Grok.
In a media statement released today, MCMC stated that solicitors have been appointed and legal proceedings will be commenced shortly.
The regulator highlighted the misuse of Grok to generate and disseminate harmful content, including obscene, sexually explicit, indecent, grossly offensive, and non-consensual manipulated images. Content allegedly involving women and minors was singled out as a particularly serious concern, with MCMC asserting that such material contravenes Malaysian law and undermines the companies’ stated commitments to user safety.
MCMC revealed that notices were issued to X Corp. and xAI LLC on 3 and 8 January 2026, demanding the removal of the offending content. No remedial action has been taken by either entity.
The commission emphasised that X Corp. and xAI LLC cannot disclaim liability, as they retain control over Grok’s design, deployment, moderation mechanisms, and risk-mitigation measures. It further criticised the companies for failing to enforce their own policies and internal controls, stating that this may have facilitated unlawful online activities within Malaysia.
MCMC reiterated its commitment to upholding Malaysian law and protecting public interest, stressing that all digital platforms operating in or affecting Malaysia must fully comply with applicable legal and regulatory requirements.
As of now, neither X Corp. nor xAI LLC has issued a public response to the statement. The development marks a significant escalation in regulatory scrutiny of AI-generated content in Malaysia.
