MOSCOW Oct 9, 2026 – Russian envoy Kirill Dmitriev said Friday that cooperation between Russia and the United States on diesel and energy “will benefit the world,” after President Donald Trump and President Vladimir Putin agreed on Russian diesel supplies to U.S. and global markets.
Dmitriev, head of the Russian Direct Investment Fund and Putin’s special presidential envoy for foreign investment and economic cooperation, made the comment on social media shortly after the leaders’ phone call. Trump said the two agreed Russia would immediately supply more than 300,000 metric tons of diesel—roughly 2.25 million barrels—to the United States and global markets, with an additional 500,000 tons in November and another 1 million tons thereafter, contingent on the condition of Russian refineries damaged by Ukrainian strikes.
The U.S. Treasury Department issued a general license authorizing the import, sale, and delivery of Russian-origin diesel through April 7, 2027, temporarily suspending sanctions previously imposed on Russian energy exports linked to the war in Ukraine. Other Russian assets remain frozen.
The arrangement comes as diesel prices, used in trucking, agriculture, and heating, remain elevated ahead of the November U.S. midterm elections. Trump described the discussion as “highly successful” and said the supplies would bring prices down. Putin confirmed Russia’s willingness to supply oil and petroleum products to the U.S. and global markets.
Ukrainian President Volodymyr Zelenskyy criticized the decision, stating that any easing of sanctions on Russia would benefit Moscow and prolong the conflict. Dmitriev had previously met U.S. officials, including Treasury and Energy Department representatives, to discuss energy cooperation and a possible resolution of the war.
