KUALA LUMPUR, July 29, 2026 – The Malaysian Cabinet has agreed to declassify and release the full report of the Royal Commission of Inquiry (RCI) into Lembaga Tabung Haji (TH), the country’s pilgrims’ fund, Prime Minister Dato’ Seri Anwar Ibrahim announced today.
In a statement shared on social media, Anwar said the report exposes “kepincangan serta tindakan yang mengkhianati amanah rakyat” (shortcomings and actions that betrayed the people’s trust), which caused substantial losses to the institution. The decision was made on the principles of transparency and openness under the Malaysia MADANI administration.
“Alhamdulillah, Jemaah Menteri hari ini bersetuju untuk mendedahkan laporan RCI Tabung Haji kepada umum,” Anwar posted. He added that the report will also be tabled and debated in a special parliamentary session as soon as possible. Following the disclosure, enforcement agencies will immediately launch investigations, and those found to have betrayed public trust “mesti diheret ke muka pengadilan” (must be brought to justice).
The RCI, established in 2021, examined TH’s management and operations between 2014 and 2020. Its findings highlight serious governance failures, political interference in appointments and decision-making, and accounting practices that overstated the fund’s financial health. One key revelation is that TH should have recorded a RM1.4 billion net loss in 2017 instead of the RM3.4 billion profit it reported. High hibah (profit distribution) payouts, excessive bonuses, and questionable investments contributed to a large asset-liability deficit that once exceeded RM10 billion.
Political figures, including former active politicians serving in senior roles at TH, were among those identified in the report as contributing to the loss of public confidence. The commission recommended forensic audits of problematic investments and legislative changes to prevent active politicians from holding leadership positions in the fund.
Tabung Haji has since undergone major restructuring. Under new leadership, deposits have grown significantly, and the institution recently declared a 3.5% profit distribution for the 2025 financial year. Officials note that about 75% of the RCI’s 25 recommendations have already been implemented.
The government had delayed full public release of the report in earlier years to avoid triggering panic withdrawals while the fund was still recovering. With TH now on stronger footing, Anwar emphasised that the public has a right to know the full findings.
Communications Minister Datuk Seri Fahmi Fadzil confirmed that the Cabinet directed relevant authorities to begin full investigations immediately based on the report’s contents. The 211-page document has been made available through official channels, including the Department of Islamic Development Malaysia (JAKIM).
The development is expected to intensify political scrutiny of past administrations, particularly decisions made during the period under review.
