TEHRAN, October 31 – The secretary of Iran’s Supreme National Security Council, Mohsen Rezaei, has warned that Iran may not remain a party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) if the United States resumes its war against the country, while stressing that no new decision on Tehran’s nuclear doctrine has yet been taken.
The news aggregator BRICS News reported on X in the early hours of November 1, 2026, Malaysia time, that Iran had threatened to withdraw from the NPT if attacks resume. Rezaei made the remarks in an interview with Iranian state television on Saturday night, according to TASS, Press TV and Iran International.
“At some point, they may want to start a war, and it is unclear whether we will remain in the NPT after any future war. But while we are a party to it, we have 22 rights,” Rezaei said, as quoted by TASS. He said the United States must first recognise those rights before any discussion of Iran’s nuclear programme could begin.
‘No new decision has been made yet’
Rezaei confirmed that a debate was under way over whether Iran should keep its current nuclear doctrine if war breaks out again. “No new decision has been made yet,” he said, according to Press TV. “Of course, the discussion is now whether, if another war breaks out, we want to maintain the same doctrine as before.” He said there was a popular demand for a change, but that “the government has not yet made a new decision”.
He also said he had received and carefully reviewed a letter from US Vice President JD Vance but had not yet sent a formal reply, and that the tone of the United States had “completely changed”, Press TV reported. “We are members of the NPT and we have twenty-two rights,” he added. “Now we are waiting for the answer from the Americans.”
Rezaei, a former commander of the Islamic Revolutionary Guard Corps, also issued a stark warning. “If war begins, we will break America’s horns in a way that the world will see how incapable this hornless cow is of defending itself,” he said, according to Iran International. The Jerusalem Post quoted him as saying the conflict with the United States must end “permanently”.
Lawmakers push for withdrawal
The remarks come as several Iranian lawmakers call for the country to leave the treaty. “Now that we have paid the heavy costs of war and sanctions, it is time for the Iranian nation to withdraw from the NPT treaty and change the nuclear doctrine,” legislator Mahmoud Nabavian wrote on X on Saturday, Al Jazeera reported. Ebrahim Rezaei, a member of parliament’s National Security and Foreign Policy Committee, said 10 proposals to withdraw from the treaty had been registered, according to the Fars news agency.
Al Jazeera noted that the treaty allows a country to withdraw with three months’ notice if it decides that “extraordinary events” have jeopardised its supreme interests, and that leaving would not automatically mean Iran would build a nuclear weapon. Officially, Tehran’s position of not seeking nuclear arms remains unchanged.
On the diplomatic front, Foreign Minister Abbas Araghchi said on Saturday that Iran was reviewing proposals concerning its nuclear programme and that a delegation had travelled to Qatar for further consultations, Iran International reported. The United States and Israel’s war on Iran began on February 28. LNA will continue to follow developments.
