PUTRAJAYA, MALAYSIA December 21. 2025 – Prime Minister Dato’ Seri Anwar Ibrahim announced today that the government has successfully saved RM800 million since the implementation of the BUDI MADANI RON95 programme (BUDI95) began on 30 September.
In a social media post, Anwar, who is also the Finance Minister, stated that these savings were achieved through more precise targeting of fuel subsidies, ensuring that the benefits are enjoyed only by Malaysian citizens.
“For more than 20 years, the targeting of fuel subsidies has been discussed by every governing administration, yet none had the courage or political will to implement it,” said Anwar.
He added that the MADANI Government has taken a bold step by introducing BUDI95 to prevent subsidy leakages that previously benefited more than 3.5 million foreign nationals, as well as the smuggling of tens of thousands of litres of fuel abroad.
“As a result of this courage, we have saved RM800 million so far, and every ringgit of it is returned to the people through Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA), in addition to upgrading clinics and hospitals, repairing roads, and strengthening the nation’s infrastructure,” he explained.
Under the BUDI95 programme, all Malaysian MyKad holders aged 16 and above with a valid driving licence are eligible to purchase up to 300 litres of subsidised RON95 petrol per month at RM1.99 per litre, compared to the market price of RM2.60 per litre without subsidy.
This measure is seen as the government’s effort to reduce the fiscal burden while ensuring fuel subsidies reach those who truly need them, alongside supporting the nation’s financial sustainability.
Anwar concluded his post with “Alhamdulillah”, expressing gratitude for the early success of the programme.
The implementation of BUDI95 is part of the MADANI Government’s subsidy rationalisation efforts, which is projected to generate annual savings of between RM2.5 billion and RM4 billion, depending on global oil prices.
