PUTRAJAYA April 22, 2026 — In a swift response to the major fire that devastated Kampung Bahagia in Sandakan, Sabah, the Malaysian government has announced free replacement of essential identity documents for all affected Malaysian citizens.
The initiative was revealed today in an official media statement by the Ministry of Home Affairs (KDN), following Prime Minister Dato’ Seri Anwar Ibrahim’s on-site visit to the fire-affected area.
According to the statement, the MADANI government, through KDN, will provide complimentary replacement of lost or damaged identity documents to ease the burden on victims. All applications will undergo thorough verification against the comprehensive and secure database of the National Registration Department (JPN) to ensure only eligible individuals receive the assistance.
The documents eligible for free replacement include:
Jabatan Pendaftaran Negara (JPN):
- Birth Certificate (Sijil Kelahiran)
- MyKid
- MyKad
- Death Certificate (Sijil Kematian)
- Non-Muslim Marriage Certificate (Sijil Perkahwinan Bukan Islam)
Jabatan Imigresen Malaysia (JIM):
- Passport replacement
To further simplify the process for victims, JPN will deploy its MEKAR (Menyemai Kasih Rakyat) mobile service directly at the incident site. This allows affected residents to obtain replacement Birth Certificates, MyKid, and MyKad on the spot — quickly and without needing to visit any JPN office.
JIM will also offer free passport replacements, with priority given to fire victims to expedite processing.
The government emphasised its commitment to ensuring victims do not face prolonged difficulties due to the loss of vital documents.
“This effort reflects the government’s commitment to delivering aid that is fast, easy, and humane, in line with the values of compassion and care,” the statement read.
