PUTRAJAYA, October 30, 2026 — The confidence and supply agreement (CSA) signed between the government and 13 opposition and independent Members of Parliament is not limited to those lawmakers and remains open to any MP who wants to hold talks and sign it, MADANI Government spokesman Datuk Seri Fahmi Fadzil said today.
Fahmi, who is also Communications Minister, said the signing of the CSA with Parti Pribumi Bersatu Malaysia (Bersatu) and independent MPs was discussed at today’s Cabinet meeting, describing it as a positive development for the country’s political stability. He shared on X a Bernama video report of his remarks, and later posted his own explainer video on X under the headline “Apa itu CSA?” (What is CSA?).
‘The door remains open’
“This is a positive development for the country’s political stability and reflects the spirit of togetherness in carrying out several institutional reform efforts,” Fahmi said at his press conference after the Cabinet meeting, as quoted by Bernama.
“The signing of the MoU or CSA is not limited to these 13 MPs and is open to any MP who wishes to come, discuss and sign the CSA… so, the door to discussion remains open,” he said.
On how the agreement will work, Fahmi said the government sees the joint evaluation used under the 2021 to 2022 CSA as one possible approach. “If we look at the mechanism developed during the 2021 to 2022 CSA, there was indeed a joint evaluation by both sides to confirm that what had been promised was carried out… so, we see that as perhaps one way for us to do it, just as we saw before,” he said. He added that the government intends to carry out every item agreed in the CSA, especially the key elements involving institutional reform.
Six from Bersatu, seven others
On October 29, the government signed the CSA with six Bersatu MPs led by party president Tan Sri Muhyiddin Yassin and seven others, including Muar MP Syed Saddiq Syed Abdul Rahman, Bernama reported. Prime Minister Datuk Seri Anwar Ibrahim has said the agreement is an important foundation for strengthening political stability, ensuring the continuity of government business and allowing the national development agenda, including Budget 2027, to be carried out effectively. As reported by LNA, Anwar also said today that parliamentary allocations for government and opposition MPs were continuing as usual and that allocations for those who signed could flow once Budget 2027 is passed.
‘Not through the back door’
In his video, Fahmi said the CSA was nothing new, recalling that on September 13, 2021, Pakatan Harapan, then in opposition, signed a Memorandum of Understanding on Transformation and Political Stability with the government led by Datuk Seri Ismail Sabri Yaakob, because the country needed stability to emerge from the Covid-19 crisis. He said the latest agreement was made in the same spirit and openly, “not hidden, not behind the scenes”, and that the 13 MPs had committed to reform agendas such as a term limit for the Prime Minister and separating the roles of the Attorney-General and Public Prosecutor.
Fahmi stressed that the CSA does not mean the opposition has joined the government, saying the signatories remain in opposition and continue their checks-and-balances role. He added that the allocations they receive are not money for the MPs themselves but public money for public projects in their constituencies. “In the MADANI Government’s agenda, the biggest winner must be the people. Politics may differ, but the people’s interests must come first,” he said.
