PETALING JAYA, Malaysia, Aug 3, 2025 – The International Bureau of Parti Keadilan Rakyat has called on Malaysia to maintain its firm support for a fully independent and sovereign Palestinian state, in line with UN Resolution 242 (1967), while responding cautiously to the New York Declaration proposed by France and Saudi Arabia on July 30, 2025, at the United Nations.
The declaration, which reiterates the Two-State Solution (2SS) for the Israel-Palestine conflict, includes a condition requiring Hamas to disarm and transfer Gaza’s administrative control to the Palestinian Authority (PA). In a statement, the bureau, led by Dr. Maszlee Malik, emphasized that any resolution must ensure Israel’s full compliance with international law and an end to its illegal occupation of Palestinian territories.

The bureau criticized the declaration for imposing one-sided demands on Hamas without holding Israel accountable to international legal commitments, labeling it as unbalanced and unjust. It noted that past failures of the 2SS stemmed not from Palestinian rejection but from Israel’s refusal to adhere to UN resolutions and principles of international justice.
The statement urged that any transition of power in Gaza should occur through a free and fair election process under international supervision, rather than being dictated by external powers. It stressed that the Palestinian people’s right to self-determination must remain paramount.
The bureau outlined three key considerations for Malaysia’s stance on the declaration: upholding international law and human rights, balancing global diplomacy with domestic sentiment, and ensuring all parties, including Israel, are held accountable for violations of international law.
Dr. Maszlee suggested that Malaysia consider remaining neutral or abstaining from parts of the declaration that contradict its foreign policy or undermine justice. The bureau reaffirmed Malaysia’s commitment to supporting efforts to resolve the humanitarian crisis and achieve peace, provided they are grounded in justice and adherence to international law.
