Russian President Vladimir Putin met Iranian President Masoud Pezeshkian in Moscow on Tuesday, October 27, and confirmed that work on Iran’s Bushehr nuclear power plant is still ongoing, BRICS News reported.
BRICS News shared footage of the two leaders’ talks in a post on X, and in a follow-up post reported Putin’s confirmation that construction at Bushehr continues.

According to the Kremlin, the meeting took place at the Kremlin on the sidelines of the 8th Summit of the Gas Exporting Countries Forum. The Russian delegation included Foreign Minister Sergei Lavrov, Deputy Prime Minister and Finance Minister Anton Siluanov, presidential aide Yury Ushakov, Energy Minister Sergei Tsivilev, Rosatom Director General Alexei Likhachev and Gazprom chief executive Alexei Miller.
In his opening remarks, published by the Kremlin, Putin said the two leaders had just held a one-on-one discussion about the situation in the region, which he said “cannot but cause concern”. He added: “We are neighbours, we have many common interests, and we seek to realise them all. We hope the situation will develop in a positive direction.”
“For our part, we are fulfilling all the obligations we have assumed under our joint projects,” Putin said. He noted that Russian-Iranian trade grew by 10.4 per cent in the first eight months of this year and said: “Construction of the Bushehr Nuclear Power Plant continues.” He also pointed to cooperation in education, saying the number of Iranian students at Russian universities has reached about 10,000.
Pezeshkian thanked Putin for Russia’s support on political and economic issues. “After the United States embarked on aggressive actions in the region, it became clear to everyone that we must work to shape a multipolar world,” he said, according to the Kremlin’s retranslation of his remarks.
Iran International reported that Pezeshkian also said Tehran had approved the opening of an office for Russia’s state radio and television broadcaster, following a proposal by Lavrov, and that arrangements were under way.
The Gas Exporting Countries Forum summit brought several leaders to Moscow, and Turkish news agency Anadolu reported that Putin also discussed regional tensions and trade with Qatari leaders on the same day.
The Bushehr plant, on Iran’s Gulf coast, was built with Russian help and is Iran’s only operating nuclear power station. Russia’s state nuclear corporation Rosatom has been involved in further construction at the site, and its head, Likhachev, was part of the Russian delegation at Tuesday’s talks.
The visit had been flagged in advance. LNA reported on October 24 that Pezeshkian was set to meet Putin in Russia this week. It comes at a time of high tension between Iran and the United States, with Washington and Tehran trading warnings in recent days over Iran’s nuclear programme and the prospect of renewed military action.
Russia and Iran have deepened political, economic and military ties in recent years, and both are members of the BRICS group of emerging economies, which Iran joined in 2024.
