KUALA LUMPUR Aug 19, 2026 – The D3 Division of the Criminal Investigation Department (JSJ) Bukit Aman launched an operation under Op Pintas (Migrant Smuggling) on 18 August 2026 to combat migrant smuggling activities in the waters of Manjung, Perak.
The operation was carried out in collaboration with the Marine Police Force (PPM), the Criminal Investigation Division of Manjung District Police Headquarters (IPD Manjung), Pantai Remis Police Station and Segari Police Station in Manjung. Two raid locations were conducted — approximately 0.3 nautical miles from Manjung waters and the Pantai Remis area.
As a result of the operation, a total of 108 suspects (OKT) were detained. They consisted of five Indonesian male citizens believed to have acted as boat captains (tekong laut), assistant boat captains and beach guards, aged between 19 and 60, as well as 103 Indonesian migrants comprising 67 men, 33 women, three boys and four girls aged between eight months and 68 years.
Preliminary investigations found that all those arrested did not possess any valid travel documents.
Police also seized 22 plastic packets containing suspected syabu (methamphetamine) weighing 5,800 grams, which were found on the clothing and luggage of one of the suspects.
Preliminary investigations also revealed that all the migrants were in the process of entering or leaving via the Manjung coastline using “pom pom” type boats. The fee charged for each migrant ranged from RM800 to RM1,800 per person, paid in cash to transporters and agents.
All those arrested were taken to Manjung District Police Headquarters for further investigation under the following provisions:
- Section 26A of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007 (offence of carrying out migrant smuggling) — imprisonment for a term not exceeding 20 years and a fine, or both;
- Section 6(1)(c) of the Immigration Act 1959/63 (entering Malaysia without a valid pass) — a fine not exceeding RM10,000 or imprisonment for a term not exceeding five years or both, and may be liable to not more than six strokes of the cane;
- Section 39B of the Dangerous Drugs Act 1952 (trafficking in dangerous drugs) — the death penalty or life imprisonment with not less than 15 strokes of the cane.
Director of the Criminal Investigation Department, CP Datuk M. Kumar a/l S. Muthuvelu, in a media statement stressed that the Royal Malaysia Police (PDRM) will continue to strengthen security control in the nation’s waters and will not compromise with any party involved in migrant smuggling activities.
Stern action will be taken against those involved under the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act (ATIPSOM) 2007. Members of the public are urged to channel information related to this crime through the nearest police station.
