KUALA LUMPUR, May 3 2026 – Prime Minister Dato’ Seri Anwar Ibrahim today declared that the Bumiputera Economic Transformation Plan 2035 (PuTERA35) ensures justice and fairness in empowering the Bumiputera economy, calling it a non-negotiable national agenda.
Speaking at the 60th anniversary celebration of Majlis Amanah Rakyat (MARA) at Dewan Merdeka, World Trade Centre Kuala Lumpur, Anwar — who also serves as Finance Minister — stressed that PuTERA35 goes beyond policy statements to deliver real, meaningful outcomes for the Bumiputera community.
“The Bumiputera agenda is a very important national agenda that we must uphold without compromise. So for me, PuTERA35 guarantees justice,” he said.
He highlighted that the plan addresses longstanding socioeconomic gaps, ensuring inclusive growth that benefits all Malaysians without marginalising any group. Anwar noted that economic discourse often overlooks lower-income Bumiputera and Orang Asli communities still struggling behind.
PuTERA35: An 11-Year National Blueprint
Launched on August 19, 2024, PuTERA35 is a comprehensive 11-year framework running until 2035. It focuses on increasing meaningful Bumiputera participation, ownership, and control in high-growth sectors of the national economy. The plan is built on three core pillars — economic strengthening, good governance, and social justice — supported by 12 growth drivers and 132 targeted initiatives. It is fully aligned with the government’s MADANI Economy vision.
To drive implementation, the government has allocated RM30 billion for 2026, following RM11 billion disbursed in 2025. Funds target strategic areas including semiconductors, energy transition, and green technology. Major government-linked investment companies (GLICs) such as Khazanah Nasional, Employees Provident Fund (EPF), Permodalan Nasional Berhad (PNB), Retirement Fund Incorporated (KWAP), Lembaga Tabung Angkatan Tentera (LTAT), and Tabung Haji have been mandated to lead talent development and entrepreneurship programmes under the plan.
MARA’s Enduring Role
The event also marked six decades of MARA’s contributions to Bumiputera socioeconomic development since its establishment in 1966. Anwar reaffirmed the government’s commitment to strengthening MARA’s role as the umbrella body for Bumiputera economic advancement.
He invited constructive feedback from all quarters to refine policies, particularly in critical areas such as affordable housing, and urged leaders to focus on delivering tangible results while in office.
The Prime Minister’s remarks come as the government continues to push PuTERA35 as a key driver of equitable national prosperity amid global economic uncertainties.
