PUTRAJAYA, April 24, 2026 — The Enforcement Division of the Ministry of Domestic Trade and Cost of Living (KPDN) today released a comprehensive report highlighting its outstanding achievements in enforcement, supply control, and consumer protection throughout 2025 and the first quarter of 2026.
The report underscores the government’s proactive measures in tackling rising living costs and curbing leakages of controlled goods through sustained operations and innovative enforcement strategies.

Record-Breaking OPS TIRIS Results
Under OPS TIRIS, launched in phases since March 2023, KPDN has conducted 139,551 inspections resulting in 2,219 arrests. The operation has delivered a cumulative seizure value of RM263.41 million from 6,773 cases.
OPS TIRIS 3.0 recorded the highest seizure value at RM188.22 million, while the latest integrated phase, OPS TIRIS 4.0 (Bersepadu), contributed RM16.85 million in a short period. Total seizures of controlled goods reached RM52.73 million, with other items amounting to RM196.36 million.
Strengthened Border Controls
KPDN officers stationed at Immigration, Customs, Quarantine and Security (ICQS) complexes in Perlis, Kedah, Perak, Kelantan, and Sarawak inspected 124,477 vehicles from January 2025 to 22 April 2026. This led to 14 cumulative cases involving diesel and petrol with seizures worth RM143,477.50.
New 2026 Regulations Yield Immediate Results
Two landmark regulations took effect this year to safeguard subsidised goods:
- Ban on selling 1kg cooking oil (pure palm oil in polybags) to non-citizens from 1 March 2026: 3 cases, seizures worth RM15,115.
- Ban on selling RON95 petrol to foreign-registered vehicles from 1 April 2026: 33 cases recorded (31 prior + 2 new).
Strict Action Against Licences and Quotas
KPDN conducted rigorous audits resulting in the suspension or cancellation of licences for 94 companies under the Controlled Supply Act. Additionally, 27 cooking oil quota holders under the ECOSS quota had their allocations withdrawn for non-compliance.
Cyber Enforcement and Intellectual Property Protection
In the digital realm, KPDN blocked 1,347 websites and removed 746 illegal advertisements while monitoring over 18,000 viral issues. Its site-blocking efforts against digital piracy earned international recognition from the Asia Video Industry Association (AVIA), which named KPDN a regional benchmark and invited it to share expertise at the State of Piracy Roundtable in Singapore late last year.
Financial Crime Crackdown
Through the Anti-Money Laundering Act (AMLA), KPDN froze assets worth RM9,920,308.35 and seized assets valued at RM5,141,123.37. OPS HASIL contributed RM23.3 million to government revenue in 2025, while court compounds and fines exceeded RM21 million.
Consumer Protection Initiatives
KPDN maintained strong oversight through the Skim Harga Maksimum Musim Perayaan (SHMMP), achieving over 95% compliance among traders. Under OPS KESAN 4.0 and 5.0, 1,443 investigation papers were opened with compounds totalling RM142,200.
The ministry also introduced the Kalkulator Anti-Catut digital tool to help traders calculate legal profit margins automatically and empower consumers to verify fair pricing.
Program PATUH 2026 targets 75 public markets, 83 R&R PLUS rest areas, and 16 tourist hotspots nationwide to ensure 100% compliance on price tagging and weighing scales, promoting ethical business practices and boosting public confidence.
KPDN, through the KITA GEMPUR initiative, continues to urge Malaysians to report any suspected leakages or profiteering.
