KUALA LUMPUR, October 20 – Prime Minister Datuk Seri Anwar Ibrahim on Tuesday chaired the National Cyber Security Committee (JKSN) Meeting No. 3 of 2026, which reviewed the latest cyber threats facing the country and steps to strengthen Malaysia’s preparedness and digital sovereignty, and encouraged the public to use the locally developed TuJu navigation app instead of Waze.
In a post shared on X on Tuesday evening, Anwar said the discussions covered the implementation of the Cyber Security Act 2024, the security of MyDigital ID, preparations against the threat posed by quantum computers through post-quantum cryptography (PQC), new threats driven by autonomous artificial intelligence, and the protection of the National Critical Information Infrastructure (NCII).
“The meeting also examined the risks to information security and data on the movements of the people arising from the use of the Waze application, which is bound under the laws of the Israeli Government. Accordingly, the use of the local application TuJu, developed by the Malaysian Highway Authority (LLM), is encouraged as an alternative,” he wrote.
“We cannot compromise on the security of the people’s data and identity. Therefore, the Government is strengthening an integrated identity ecosystem with MyKad as the physical credential and MyDigital ID for digital transactions, supported by more robust cyber protection, including preparations to face future threats through PQC,” Anwar said.
He added that the effort was important to ensure that the digitalisation of public services continues to benefit the people “without neglecting security, trust and the sovereignty of the nation.”
The Prime Minister’s remarks on Waze follow public concern raised earlier this month. On October 7, Malaysia Cyber Consumers Association (MCCA) president Siraj Jalil urged the authorities to review the app’s use, saying its terms of use, updated on July 8, name Waze Mobile Ltd, a company incorporated under Israeli law with an address in Tel Aviv, as the service provider, Utusan Malaysia reported. He said the terms also state that use of the service is governed by Israeli law, with disputes falling under the exclusive jurisdiction of courts in Tel Aviv, even though Waze was acquired by Google in 2013. Malaysia does not recognise Israel and has no diplomatic relations with it.
TuJu was launched on November 26, 2025, by Works Minister Datuk Seri Alexander Nanta Linggi at the southbound Seremban rest and service area on the North-South Expressway. Developed by LLM with Prosignal Consortium Sdn Bhd since 2022, the app offers route guidance with estimated arrival times, real-time toll and traffic information, live highway CCTV feeds, emergency assistance and details of rest areas, and is integrated with the government’s MyJalan app, according to Bernama and the Works Ministry. Tech portal Amanz reported on October 4 that the app had recently been updated with a new interface for Android users.
The JKSN was established under the Cyber Security Act 2024 (Act 854), which came into force on August 26, 2024. The law sets out the duties of the National Cyber Security Agency (NACSA) chief executive, the functions of NCII sector leads and entities, the management of cyber threats and incidents affecting critical infrastructure, and the licensing of cyber security service providers. Regulations under the Act require NCII entities to report initial details of a cyber incident within six hours of becoming aware of it. According to NACSA, the NCII spans 11 sectors, including government, banking and finance, transportation, defence and national security, healthcare, and energy.
Anwar has used previous JKSN meetings to push for greater self-reliance in digital security. After chairing the committee’s second meeting of 2025 on August 21, 2025, he said Malaysia must build its own capabilities in areas such as cloud computing rather than rely on foreign technology, and stressed the development of post-quantum cryptography together with NACSA, researchers and industry, Bernama reported. He said at the time that MyDigital ID was recording an average of 25,000 new users a day following its integration with apps such as MyJPJ, MySejahtera and MyGOV.
MyDigital ID is operated by MyDigital ID Sdn Bhd, a wholly owned company of MOF Inc., and overseen by NACSA under the National Security Council. In a September 2025 statement, NACSA and MyDigital ID said the platform serves as a single sign-on for digital services and does not replace MyKad for identification.
