KUALA LUMPUR May 15, 2026 — Prime Minister Dato’ Seri Anwar Ibrahim announced today that the Malaysian Cabinet has approved new admission pathways allowing graduates from Chinese independent schools holding the Unified Examination Certificate (UEC) to enter public universities.
Speaking to reporters after officiating the 2026 National Youth Day celebration in Seremban, Anwar confirmed the decision applies with key conditions: students must pass Bahasa Melayu and History subjects in the Sijil Pelajaran Malaysia (SPM) examination.
“The Cabinet decision on SMPC/UEC comes with the condition that students pass Bahasa Melayu and History subjects in SPM,” he said. “We are allowing access, although initially it may be limited to certain courses.”
The policy extends beyond UEC holders to students from tahfiz institutions, Arabic schools, secondary religious schools, and Malaysian students from international schools, all subject to the same SPM requirements. Implementation details for specific programmes and entry standards are still being refined by relevant ministries.
Anwar emphasised that the move promotes inclusivity in higher education and should not be politicised. He noted that Chinese independent schools have accepted the conditions, paving the way for broader acceptance.
Higher Education Ministry officials clarified that the pathway does not equate to formal recognition of the UEC syllabus. Universities will maintain their own evaluation mechanisms to uphold academic standards.
This development marks a significant step in addressing long-standing debates over educational equity in Malaysia, potentially expanding opportunities for thousands of non-mainstream students while reinforcing national language and history proficiency. Further guidelines are expected in the coming months.
