HANOI, August 16, 2025 — Datuk Seri Saifuddin Nasution Ismail, Malaysia’s Home Minister, arrived in Hanoi on Saturday, August 16, 2025, to attend the 80th Anniversary Celebration of Vietnam’s People’s Public Security Tradition, following an invitation from General Luong Tam Quang, Vietnam’s Minister of Public Security. The main event is scheduled for Sunday, August 17, 2025.
The visit kicked off with a courtesy call on To Lam, Secretary-General of the Communist Party of Vietnam’s Central Committee, attended by ministerial-level delegation heads from Cuba, Laos, and Myanmar. The meeting underscored international support for Vietnam’s efforts to strengthen public security.

Shortly after, the Home Minister joined delegation leaders for a group meeting with General Luong Tam Quang, hosted by the Vietnamese Ministry of Public Security. The session brought together 17 delegation heads, including representatives from Brunei, Cuba, China, Indonesia, Mongolia, and Russia, serving as a key platform to enhance regional and international cooperation networks.
In a bilateral meeting, Malaysia and Vietnam reached a consensus to expedite the finalization of two critical agreements: the International Transfer of Prisoners Agreement (ITOP) and the Transnational Crime Prevention Agreement (TNC). These pacts are expected to bolster practical collaboration, streamline authority interactions, and enhance citizen protection against transnational crime threats.
Ahead of the official celebrations, the Home Minister attended a Gala Dinner hosted by the Vietnamese Ministry of Public Security, fostering a warm and festive atmosphere for international guests.
The Malaysian delegation included Datuk Saiful Lizan bin Ibrahim, Deputy Director-General (Logistics) of the Malaysian Maritime Enforcement Agency (APMM), along with officers from the International Division of the Home Ministry.
