Russian President Vladimir Putin has reaffirmed Moscow’s support for the creation of an independent Palestinian state, telling African leaders gathered in Moscow that a final settlement of the Palestinian question can only come through the two-state principle.
The remarks were highlighted by the news aggregator BRICS News, which reported on X early on October 30, 2026, Malaysia time, that Putin said Russia supports the creation of a fully independent Palestinian state. The comments were made on October 29 at the plenary session of the third Russia-Africa Summit, which was held in Moscow on October 28 and 29 alongside an economic and humanitarian forum.
“Russia supports and believes that a final resolution to the Palestinian question can only be reached through the implementation of the well-established two-state principle, which includes the creation of a fully-fledged state on Palestinian territory, a Palestinian state,” Putin said, according to the Russian news agency TASS.
‘Palestine continues to suffer’
Putin linked the issue to the wider crisis in the Middle East. “Of course, amid the events in the Persian Gulf, we must not forget the problems of Palestine, which continues to suffer,” he said, as quoted by TASS. He also told the summit that the most important thing was to ensure adherence to the fundamental norms of international maritime law and to guarantee freedom of navigation, adding that this should apply to all regions of the world.
According to RIA Novosti, a ceasefire has been in force in the Gaza Strip since October 2025, but the Israeli army continues to carry out strikes on Palestinian territory, saying it is targeting Hamas facilities and members. The agency said the United Nations still describes the humanitarian situation in the enclave as severe, with widespread destruction, disruption to medical facilities and continuing shortages of food and basic necessities. Putin’s comments also came as Israel counted votes from its parliamentary elections held on Tuesday, according to reporting carried by AzerNews.
Africa summit and Ukraine
The Palestinian remarks formed part of a wider speech on Russia’s ties with Africa. Putin described Russia and African states as natural allies in building what he called a multipolar world order free of diktat and double standards. He said Russia’s trade with Africa had grown 1.5-fold since the previous summit to reach US$27 billion, and that the ruble now accounts for 85 per cent of mutual settlements between Russia and African countries, according to TASS.
He also said eight new Russian embassies had opened in African states since the 2023 summit, bringing the total to 48, and that Botswana, Seychelles and Togo intend to open embassies in Moscow. On the war in Ukraine, Putin said Russia was working on issues related to a peaceful settlement of the conflict, and that a humanitarian operation to help civilians in Alyoshki in the Kherson region was scheduled over the coming days, with the support of United States First Lady Melania Trump.
BRICS News summarised Putin’s position as support for a fully independent Palestinian state; in his own words, as reported by TASS, he spoke of a fully-fledged Palestinian state created under the two-state principle. The statement comes at a time when attention in the region has been focused on events in the Persian Gulf, which Putin himself acknowledged in his remarks.
