KUALA LUMPUR, October 27, 2026 — The Royal Malaysia Police (PDRM) said its Criminal Investigation Department (CID) has taken over the investigation into the death of Noorizwan Zulkefly, a local man who died while in police custody on October 1, 2026, with the case now being investigated under Section 331 of the Penal Code.
In a media statement issued at 9pm today, CID Director Commissioner of Police Datuk M. Kumar S. Muthuvelu said the investigation is being carried out by the Prosecution and Law Division (D5) of the CID at Bukit Aman. Section 331 of the Penal Code covers voluntarily causing grievous hurt to extort a confession or to compel the restoration of property. According to the statement, the offence carries a prison term of up to 10 years, and the offender is also liable to a fine.
Forensic Findings Point to Blunt Trauma
PDRM said the case was classified under Section 331 after a statement was recorded from the forensic medical consultant at Hospital Canselor Tuanku Muhriz (HCTM) who carried out the post-mortem examination. The consultant confirmed that there were external injuries on several parts of the deceased’s body, and that the pattern of those injuries was “consistent with blunt trauma and not self-inflicted”, the statement said.
However, the full post-mortem report confirming the cause of death has yet to be obtained, as it is still pending laboratory analysis. PDRM said it is awaiting further information from the hospital on the matter.
Officers Involved to Be Identified
The statement said the investigation is continuing to identify the police officers and personnel involved in handling and managing the victim while he was held at the Cheras District Police Headquarters in Kuala Lumpur. “The investigation will be carried out thoroughly and professionally, without any element of a cover-up, to ensure that criminal justice is upheld based on the provisions of the law in force,” Kumar said in the statement.
He added that PDRM is committed to ensuring that the transparency and integrity of the investigation are always given priority, so as to guarantee justice without taking the side of any individual. “PDRM will not compromise with any form of misconduct,” the statement said.
Earlier Statement on the Case
The case was first made public in an earlier PDRM statement on October 24, 2026, issued by the Integrity and Standards Compliance Department (JIPS). It said a 42-year-old man had been arrested by Cheras police on September 19, 2026, in connection with cases under Section 39A(1) of the Dangerous Drugs Act 1952 and Sections 457 and 379 of the Penal Code.
According to that statement, the man was referred to HCTM for treatment on September 30, 2026, and was confirmed dead at 1.52am on October 1, 2026. JIPS said then that the post-mortem had found no injuries to his internal organs, although there were several injuries on external parts of his body, and that the cause of death was pending laboratory analysis.
At the time, the case was classified as a sudden death and was being investigated by the Crime and Custodial Death Investigation Unit (USJKT) of JIPS, which had recorded statements from 78 witnesses. The case was also referred to the Independent Police Conduct Commission (IPCC) under Section 26 of the Independent Police Conduct Commission Act 2022 (Act 839).
