MELAKA October 24, 2026 — Prime Minister Datuk Seri Anwar Ibrahim says the government would rather shoulder the burden of rising fuel subsidies than let ordinary Malaysians suffer, as he launched the National Cost of Living Action Plan 2030 (NCLAP30), a five-year national framework of 35 strategies and 429 initiatives, in Melaka on Saturday.
The plan was launched at the Program Sentuhan Kasih MADANI in the grounds of Stadium Hang Jebat. In a post shared on X on Saturday afternoon, 24 October, Anwar said he had met the people of Melaka at the programme, where he launched the Pelan Tindakan Sara Hidup Negara 2030 (NCLAP30) as a continuation of the MADANI Government’s efforts to tackle the cost of living.
RON95 held at RM1.99 despite US$130 oil
Anwar said his speech touched on the rise in world oil prices, which he put at around US$130 a barrel. “While many countries around the world are feeling the impact, thank God the MADANI Government continues to defend the RON95 price at RM1.99 a litre through BUDI95,” he wrote.
He added that this comes even though the government must absorb a surge in fuel subsidy costs projected to reach as much as RM45 billion a year. Anwar acknowledged that some have described the subsidies as teaching people to be lazy, while others have warned that the spiralling bill will burden the government.
“The MADANI Government’s stance is clear: it is better for the Government to bear the burden than to let the people and our parents bear the suffering,” he wrote. He said fuel is used to go to work, send children to school and seek medical treatment, and that every price increase adds to families’ burdens.
Describing the approach as the meaning of “menggapai di langit, mengakar di bumi” (reaching for the sky while staying rooted to the ground), Anwar said the people’s welfare must remain a priority as the country pursues progress, so that prosperity translates into more dignified lives.
He said the launch was part of the government’s wider effort on the cost of living, alongside expanding Jualan Rahmah sales through the involvement of more farmers, fishermen and smallholders. He thanked the Ministry of Domestic Trade and Cost of Living (KPDN) for continuing to go to the ground to serve the people.

Eight clusters, 35 strategies and 429 initiatives
In a statement, Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said NCLAP30 is a five-year national action framework to manage the cost of living in a comprehensive and integrated way, with the vision of raising the people’s standard and quality of life.
The plan will be driven through eight strategic clusters: income, food, health, education, transport, housing, utilities and general. So far, 35 strategies and 429 initiatives have been outlined, covering the continuation and improvement of existing measures as well as new programmes across ministries and agencies, including through strategic partners.

KPDN described NCLAP30 as a living document that will be strengthened with new strategies and programmes from time to time, so that it stays relevant and responsive to socioeconomic change, the people’s needs, and domestic and global challenges.
The plan is aligned with the MADANI Economy framework and is a strategy outlined in the Thirteenth Malaysia Plan (RMK13). Its mission has two priorities: raising the people’s incomes and stabilising the prices of basic goods and services.
Speaking at a press conference after the event in Paya Rumput, Armizan said the plan takes a whole-of-nation approach involving the government, the private sector, non-governmental organisations and the community, Sinar Harian reported. The plan’s figures and priorities were also reported by Utusan Malaysia and Malaysia Gazette.
Wider role for NACCOL
To ensure the plan is carried out in an integrated way, the National Cost of Living Action Council (NACCOL) decided at its meeting No. 2/2026 on 29 September 2026 that its role be strengthened. NACCOL will monitor and review the implementation of all cost-of-living programmes and initiatives across ministries and agencies so that the 429 measures deliver results in an orderly, targeted way without overlap.
KPDN urged all Malaysians to refer to NCLAP30 to better understand the country’s direction on cost of living and the government’s efforts to address it. “The success of NCLAP30 requires the cooperation and involvement of all parties in tackling the cost of living, while improving the well-being of the people,” the statement said.
Anwar closed his post by pledging that the government would keep working so that parents can manage their families’ needs and send their children to school with greater peace of mind, saying their hard work must be met with policies and actions that genuinely ease their burden.
