WASHINGTON, October 24, 2026 — United States Secretary of State Marco Rubio has called on Cubans seeking political change to secretly cooperate with the Central Intelligence Agency (CIA), BRICS News reported on X, in an unusually open appeal as Washington steps up pressure on the island’s communist government.
The post, published at about 4.47am Malaysia time on Saturday and marked “JUST IN”, read: “US Secretary of State Marco Rubio calls on Cubans seeking political change to secretly cooperate with the CIA.”

Rubio made the call in a post on X on Friday, US time. “To those who seek to create positive change in Cuba – now is the time,” he wrote. “The disappointment of failed promises, corruption, and the privileged lives of only a few; seize this opportunity to create the change you desire through a discrete partnership with the CIA.”
According to Fox News, Rubio’s message did not identify a specific operation or explain what such cooperation would involve. AFP said the post appeared to confirm that the CIA is currently active in Cuba, which has a long history of US covert operations, including the failed Bay of Pigs invasion in 1961. Rubio, the son of Cuban immigrants and a former senator for Florida, has long pushed for a tougher US approach towards Havana.
The appeal came hours after President Donald Trump, speaking at a midterm election rally in Fort Myers, Florida, again underlined his ambitions for regime change in Cuba. “Those beautiful ships will pass Cuba. We’ll have one of them stop about 50 yards off the coast. They’ll raise up their hands. And then we’re going to send Marco Rubio in to finish up the deal,” he said, according to AFP. Trump did not say whether his remarks reflected an actual military or diplomatic plan.
CNN en Español reported that Trump also told the rally that Washington would “take care of Cuba on the way back from Iran”, referring to the US war with Iran that began in late February, without giving details.
Cuban Foreign Minister Bruno Rodríguez quickly dismissed the threats. “Our coastline is full of beautiful beaches, but there are also razor-sharp limestone spikes, an inhospitable environment for those who make it to our shores with hostile purposes and lust for domination,” he wrote on social media.
For months, Trump and other senior US officials have openly hinted at a military intervention in Cuba while ramping up economic, political and legal pressure. In January, Washington imposed a de facto energy blockade on the island of 9.4 million people, threatening to sanction any country that supplies it with fuel.
This week, Florida’s top prosecutor announced an arrest warrant for former Cuban president Raúl Castro, 95, on state murder charges linked to the 1996 shooting down of two civilian aircraft operated by the exile group Brothers to the Rescue. The charges echo a federal indictment unveiled in May. Cuban President Miguel Díaz-Canel has said the federal case has “no legal basis” and is an attempt “to justify the folly of a military aggression against Cuba”. AFP noted that Trump previously used a US indictment to justify the military action that toppled Venezuela’s then-president Nicolás Maduro, a close ally of Havana.
