KUALA LUMPUR, April 24, 2026 – Dewan Bandaraya Kuala Lumpur (DBKL) has announced a significant reduction in the deposit (cagaran) required for entertainment licences, aiming to strengthen Malaysia’s tourism sector and energise the local performing arts industry.
The new rates, coordinated under the direction of Minister in the Prime Minister’s Department (Federal Territories), Hannah Yeoh, will take effect on 1 May 2026.
According to the statement, DBKL is committed to supporting the national tourism agenda while accelerating the growth of the creative industry, particularly for local and international artists, musicians, singers, and performers.
Previously, the deposit was set at a flat RM10,000 for local artists and RM30,000 for foreign artists, regardless of event type. Following a review to make the policy more industry-friendly, the revised rates are now as follows:
Local Artists
- Stage / Cultural Performances: RM4,000
- Concerts: RM10,000
Foreign Artists
- Stage / Cultural Performances: RM8,000
- Concerts: RM15,000
The move is expected to lower organising costs for event promoters, encourage higher-quality productions, and attract more artists and tourists to Malaysia.
“Deposit remains important to ensure full compliance with licence conditions and restrictions,” the statement stressed. “It will be fully refunded to the organiser after the event, provided there are no violations.”
DBKL expressed confidence that the revised deposit structure will act as a catalyst for a more dynamic and competitive entertainment industry in the capital.
The policy change comes after official approval and will be implemented in the coming weeks. Event organisers are advised to take note of the new rates when applying for entertainment licences starting 1 May 2026.
This initiative underscores the government’s ongoing efforts to position Kuala Lumpur as a vibrant hub for arts, culture, and international performances while supporting the country’s broader tourism recovery and growth.
