Mohd Khalid and Ayob Khan Partnership to Bolster PDRM’s Capabilities, Say Analysts

KUALA LUMPUR, Malaysia, June 26, 2025 – The appointment of Dato’ Sri Hj. Mohd Khalid Hj. Ismail as the 15th Inspector-General of Police (IGP) and the retention of Tan Sri Ayob Khan Mydin Pitchay as Deputy Inspector-General (DIG) are set to strengthen the Royal Malaysia Police (PDRM) through a blend of intelligence expertise, strategic management, and extensive operational experience.

Dato’ Sri Mohd Khalid, who began his career in Bukit Aman’s Special Branch in 1987, brings a stellar record in intelligence and national security. With experience as a Security Liaison Officer in London and Director of the Special Branch, he possesses a global perspective and the ability to tackle threats like terrorism and cybercrime. His appointment, endorsed by the Yang di-Pertuan Agong on June 23, 2025, marks the first time an IGP has been appointed without prior DIG experience, reflecting confidence in his competence.

Meanwhile, Tan Sri Ayob Khan, DIG since June 2023, is renowned for leading counter-terrorism operations as Head of the Special Branch’s Counter-Terrorism Division (E8) from 2013 to 2019. He also headed the Criminal Investigation Department (CID) and Narcotics Crime Investigation Department (NCID) at Bukit Aman, and served as Johor Police Chief. This diverse experience enables him to strengthen policing operations at all levels.

According to criminologist Shahul Hamid Abd Rahim, this partnership is unique as both officers hail from the Special Branch, known as the nation’s “eyes and ears.” “Their expertise in intelligence and counter-terrorism will enhance PDRM’s ability to address global threats like cross-border crime and cyber threats while maintaining integrity and public trust,” he said.

Defense analyst Zaki Salleh added that Mohd Khalid’s academic background, including a Master’s in Comparative Law from UIAM, equips him to drive law-based reforms and strategic administration. Meanwhile, Ayob Khan’s field operation experience ensures effective policy implementation at the grassroots level.

Their leadership is also expected to strengthen PDRM’s specialized units, such as the Special Action Unit, Federal Reserve Unit (FRU), and Air Operations Force, critical for tasks like riot control, rescue missions, and maritime patrols. PDRM’s 36.89% crime resolution rate in 2006, surpassing Interpol standards, provides a strong foundation for their tenure.

In a recent address, Dato’ Sri Mohd Khalid emphasized his commitment to holistically strengthening PDRM operations, focusing on effective service delivery and boosting public confidence. He also endorsed the appointments of senior officers like Dato’ Rusdi Mohd Isa (JSJK Director) and Datuk Hamzah Ahmad (JIPS Director) to ensure continued integrity and efficiency.

Chairman of the Malaysian Community Concern Foundation, Datuk Seri Halim Ishak, said the appointments reflect a priority on meritocracy and integrity. “With two seasoned Special Branch figures, PDRM is in capable hands to tackle domestic and global challenges,” he stated.

This partnership, blending strategic intelligence and field operations, is poised to elevate PDRM to new heights of excellence, ensuring national security and public trust remain steadfast.
