PARIS January 6, 2026 — Western allies of Ukraine, including the United Kingdom, France, the United States, and other European nations, have endorsed a declaration outlining “robust” security guarantees for Kyiv following an eventual ceasefire in the ongoing war with Russia.
The agreement, reached during a high-level meeting in Paris co-chaired by French President Emmanuel Macron and British Prime Minister Keir Starmer, includes provisions for multinational forces to operate on Ukrainian soil to deter future aggression.
In a press conference following the talks, UK Prime Minister Keir Starmer announced: “Following a ceasefire, the UK and France will establish military hubs across Ukraine and build protected facilities for weapons and military equipment to support Ukraine’s defensive needs.” The declaration paves the way for a legal framework allowing British, French, and partner forces to secure Ukraine’s skies and seas while helping regenerate its armed forces.
U.S. representatives, including Special Envoy Steve Witkoff, expressed strong support, stating the guarantees are designed to “deter any further attacks” and ensure any peace deal “ends forever.” The package involves multilayered international defense support, including equipment, training, and air, land, and sea assistance.
Ukrainian President Volodymyr Zelensky hailed the declaration as “substantive,” noting it defines clear commitments from allies.
The announcement comes amid ongoing diplomatic efforts to end the conflict, with details on force sizes and monitoring mechanisms still to be finalized and ratified.
