PUTRAJAYA, MALAYSIA December 30, 2025 – The Ministry of Home Affairs (KDN) has announced the opening of a special application period for foreign worker employment quotas for 2025, aimed at addressing industry needs and streamlining the hiring process.
The special window will run from January 19, 2026, to March 31, 2026, allowing employers to submit applications for quotas in all approved sectors and subsectors. This includes the services sector under the Ministry of Domestic Trade and Cost of Living (KPDN), which had previously closed applications earlier than anticipated. Meanwhile, standard applications will continue to be accepted until the original deadline of December 31, 2025.
According to the ministry’s media release, the special period applies to sectors greenlit by the government on October 1, 2025, provided they meet the established eligibility criteria. All submissions received during this extended timeframe will be reviewed in collaboration with the relevant overseeing ministries, subject to other foreign worker employment conditions.
KDN emphasized that employers must apply directly, without intermediaries or agents, at the One-Stop Center for Foreign Worker Management. To facilitate smooth processing, appointments are required and can be booked starting January 16, 2026, through the ministry’s official website.
“This special period is expected to assist employers in submitting applications for foreign worker employment in an orderly and planned manner,” the statement read.
“This step aligns with the MADANI government’s commitment to remain sensitive to industry needs and enhance service delivery efficiency to the people.”
