Every Malaysian citizen with a valid driving licence will receive a monthly quota of 300 litres of subsidised RON95 petrol. The price of RON95 will also be reduced from RM2.05 to RM1.99 per litre, while non-citizens will be charged RM2.60 per litre.

PUTRAJAYA, 22 SEPTEMBER 2025 – Starting 30 September, the government will launch the Budi Madani RON95 (BUDI95) programme, replacing the existing petrol subsidy system, announced Prime Minister Dato’ Seri Anwar Ibrahim.
In his speech at the Monthly Assembly with the staff of the Prime Minister’s Department (JPM), he stated that every Malaysian citizen with a valid driving licence will receive a monthly quota of 300 litres of subsidised RON95 petrol. The price of RON95 will also be reduced from RM2.05 to RM1.99 per litre, while non-citizens will be charged RM2.60 per litre.
The BUDI95 programme, which includes all citizens regardless of income level, aims to ensure a fairer and more transparent distribution of subsidies while preventing leakages. Eligibility verification will rely on MyKad and Road Transport Department (JPJ) records to ensure only citizens with active driving licences benefit.
The Prime Minister advised the public to check their MyKad chip and driving licence in advance to avoid technical issues when refuelling. He added that the Ministry of Finance will provide detailed explanations periodically to ensure the public fully understands the programme’s implementation.
“God willing, this subsidy will be distributed in a targeted, transparent manner without leakages for the benefit of all Malaysians,” Anwar stressed.
