Ministry Clarifies: New Concert Guidelines Target Performers, Not Audiences

PUTRAJAYA, Malaysia, Sept 22, 2025 — The Ministry of Communications has issued a clarification stating that its latest guidelines for foreign film shoots and international artist performances apply dress and conduct rules strictly to performers, not to concert-goers.

In a media statement released today through the Foreign Film Shooting and Foreign Artist Performance Application Committee (JK-PUSPAL), the ministry addressed a report published in The Star on Sept 21 headlined “New directive sets dress, conduct rules for concert.”

JK-PUSPAL emphasized that the PUSPAL Guidelines (GPP 6.0) establish a code of dress and ethics solely for artists taking the stage. It does not impose any such requirements on visitors or attendees watching the shows.

The statement described the guidelines as recommendations and advice directed at audiences via collaboration with concert organizers. The primary focus remains on appropriate attire and behavior that respects the sensitivities of Malaysia’s multicultural society, aiming to preserve national harmony.

This point was highlighted in a quote attributed to Nik Kamaruzaman Nik Husin: “While the guidelines primarily focus on organisers and performers, they do indirectly extend to audience conduct through the organisers’ obligations.”

Additionally, JK-PUSPAL advised concert organizers to ensure attendee safety and control by implementing necessary measures before, during, and after performances. This includes addressing activities involving alcohol and drugs to prevent any unwanted incidents affecting public safety.
