CYBERJAYA, MALAYSIA January 3, 2026 – The Malaysian Communications and Multimedia Commission (MCMC) has issued a stern warning against the misuse of artificial intelligence tools on the X platform to create indecent or harmful content, particularly through digital manipulation of images involving women and minors.
In a media statement released today, MCMC expressed serious concern over public complaints regarding AI-generated grossly offensive, obscene, or indecent materials. The commission emphasized that such actions violate Section 233 of the Communications and Multimedia Act 1998 (CMA), which prohibits the misuse of network or application services to transmit harmful content.
“MCMC will initiate investigations on X users alleged to have violated CMA,” the statement read, signaling potential legal action against individuals involved.
The announcement comes amid the recent enforcement of the Online Safety Act 2025 (ONSA), which mandates licensed online platforms to prevent the spread of harmful content, including obscene materials and child sexual abuse content. While X is not currently a licensed service provider in Malaysia, MCMC stated that the platform still bears responsibility to curb such dissemination.
“MCMC is presently investigating the online harms in X, and will call in their representatives,” the commission added, indicating upcoming discussions with X’s leadership.
MCMC urged all online platforms accessible in Malaysia to align their AI features—such as chatbots and image manipulation tools—with local laws and safety standards. The commission also advised internet users and victims to report harmful content directly to the platforms, as well as to the Royal Malaysia Police (PDRM) and MCMC via its online complaints portal.
