CYBERJAYA, MALAYSIA Dec 15, 2025 – The Malaysian Communications and Multimedia Commission (MCMC) has announced that all Internet messaging and social media service providers with eight million or more users in Malaysia, subject to the licensing framework under the Applications Service Provider Class (ASP(C)) licence, will be deemed registered as ASP(C) licensees through a dispensation of formalities under section 46A of the Communications and Multimedia Act 1998.
This measure aims to ensure that large-scale providers operate within Malaysia’s legal and regulatory framework in an orderly, consistent, and effective manner. It aligns with the licensing framework for such services, which was enforced on 1 January 2025, to enhance accountability and compliance with Malaysian laws.
The initiative also emphasises greater responsibility for user safety, particularly in protecting children and families from online harms.
The Deeming Provision will apply to platforms meeting the criteria, including WhatsApp, Telegram, Facebook, Instagram, TikTok, and YouTube, effective 1 January 2026. Providers already registered as ASP(C) licensees will continue under their existing registration until it expires.
These service providers can maintain their global operations as usual, in line with international practices for regulating large online platforms.
MCMC stated it will continue collaborating closely with the service providers and law enforcement agencies to bolster online safety for all users in Malaysia, with a focus on children and families.
