CYBERJAYA, MALAYSIA January 31, 2026 – The Malaysian Communications and Multimedia Commission (MCMC) views seriously the misuse of telecommunications equipment, including SIM Boxes and SIM cards, which are being used for criminal purposes and online fraud activities.
SIM Boxes and the bulk usage of SIM cards — including foreign SIM cards — are frequently abused to create large numbers of fake online accounts, bypass security controls on digital platforms, and facilitate activities such as online scams and other cybercrimes. Such misuse poses a threat to the integrity of the national communications network and user safety.
In a recent integrated operation conducted jointly with the Royal Malaysia Police (PDRM) in Kajang, authorities seized 50 SIM Box devices, 5,000 SIM cards, and related equipment for further investigation.
The operation and investigation were fully led by the Royal Malaysia Police (PDRM), while MCMC is conducting its part of the investigation under the Communications and Multimedia Act 1998 and the Communications and Multimedia (Technical Standards) Regulations 2000.
The abuse of SIM Boxes and bulk SIM cards (including foreign ones) enables criminals to create fake accounts to carry out fraud and other online crimes, thereby endangering users. Offences under Section 239 of Act 588 carry penalties of a fine of up to RM100,000, imprisonment for up to two (2) years, or both.
MCMC stresses that the misuse of SIM Boxes and SIM cards to create fake online accounts constitutes a serious threat to national security. Telecommunications service providers are urged to tighten controls over SIM card registration to better safeguard digital security.
MCMC will continue to work closely with PDRM and other enforcement agencies to ensure national security, prevent the misuse of telecommunications services, and ensure compliance with applicable laws and regulations.
