MCMC and PDRM Launch Comprehensive Crackdown on Online Child Sexual Exploitation

CYBERJAYA, Malaysia June 23, 2025 — The Malaysian Communications and Multimedia Commission (MCMC) and the Sexual, Women, and Children Crime Investigation Division (D11) of the Royal Malaysia Police (PDRM) have reaffirmed their commitment to eradicating online child sexual exploitation through sustained enforcement and public awareness campaigns.

From January to June 15, 2025, a total of 1,501 disturbing contents involving children were identified, with 94% (1,415 contents) successfully removed due to collaborative efforts between MCMC, digital platform providers, and public reports. Daily monitoring and operations, such as ‘Op Pedo’ conducted in December 2024, led to the arrest of 13 individuals and the seizure of over 40,000 child sexual abuse materials (CSAM) across several states.

Distributing, storing, or commercializing child sexual exploitation content is an offense under Section 233 of the Communications and Multimedia Act 1998 (Act 588), punishable by a fine of up to RM1 million, five years’ imprisonment, or both. Additionally, producing, distributing, sharing, selling, purchasing, accessing, or possessing child sexual abuse materials is a criminal offense under Sections 5 to 10 of the Sexual Offences Against Children Act 2017.

As part of a holistic approach, MCMC has intensified awareness efforts through the Internet Safety Campaign (KIS), targeting students, parents, and communities. A key objective of the campaign is to emphasize the ban on social media account ownership for children aged 13 and below.

MCMC and PDRM urge all stakeholders, including parents, educators, community leaders, platform owners, and internet users, to join forces in combating child sexual exploitation. Every public report aids investigations and prevents further abuse. Suspected online activities should be reported immediately to MCMC via email at aduanskmm@mcmc.gov.my, the portal https://aduan.mcmc.gov.my, or directly to the nearest police station.
