KEDAH, MALAYSIA March 7, 2026 – In commemoration of Nuzul Al-Quran 1447H/2026, the Ministry of Home Affairs (KDN) has reaffirmed its dedication to upholding the sanctity and authenticity of the Quran through rigorous enforcement and preservation efforts. Home Minister Datuk Seri Saifuddin Nasution Ismail attended the state-level event in Kedah, highlighting the ministry’s achievements in regulating Quranic texts under the Printing of Quranic Texts Act 1986 (APTQ 1986).
According to the ministry’s media statement released on March 6, a total of 1,050 final proof certificates were approved for printed mushaf, digital materials, and audio recordings. This ensures only verified and authentic Quranic texts circulate in the Malaysian market. Enforcement actions throughout 2025 recorded a value of RM1,983,151, involving inspections of 12,048 premises, seizures of 56,946 units of Quranic texts and materials, and the opening of 302 investigation papers.
Datuk Seri Saifuddin emphasized that these accomplishments stem from the core functions of the ministry’s Enforcement and Control Division (PK), which oversees the publication, printing, importation, sale, and distribution of mushaf and related materials. “This is to ensure the sanctity, validity, and purity of the Quran texts in Malaysia are always preserved,” he stated.
The ministry’s regulatory measures have been bolstered by the mandatory security hologram stickers introduced in 2010, which verify that every distributed mushaf has undergone proper authentication processes.
Through Ops Mulia in 2025, enforcement actions amounted to RM957,762.10. From January 26 to February 8, 2026, inspections of 1,758 premises yielded RM378,171.92 in enforcement value, with 6,620 units seized and 44 investigation papers opened.
Beyond enforcement, the ministry focuses on the dignified disposal of damaged Quranic materials. On February 15, 2026, nearly 3.5 tons of flood-damaged texts and materials from Perlis were handled in accordance with established procedures to maintain the sanctity of the holy verses.
The Jom Exchange Al-Quran (JEQ) program, launched in 2023, has successfully conducted 723 exchanges nationwide, replacing 75,614 damaged, worn-out, or uncertified copies with new, KDN-approved mushaf. This initiative earned the Enforcement and Control Division recognition from the Malaysian Book of Records for “The Largest Quran Exchange.”
Datuk Seri Saifuddin reiterated that efforts to preserve the Quran’s purity will continue through ongoing enforcement aligned with APTQ 1986.
