PUTRAJAYA, MALAYSIA March 28, 2026 — The Ministry of Domestic Trade and Cost of Living (KPDN) today announced aggressive new enforcement measures to plug leaks in fuel subsidies, combat smuggling syndicates, and safeguard the nation’s fuel supply stability amid escalating geopolitical uncertainties in West Asia.
In a media statement, KPDN said it will continue to strengthen enforcement against leakage and smuggling while ensuring controlled goods remain available in the market. The move aligns with the Prime Minister’s call to guarantee uninterrupted energy supply for Malaysians.
Key measures effective 1 April 2026 include:
–Nationwide ban on RON95 petrol sales to foreign-registered vehicles
KPDN will fully enforce the prohibition on both the sale and purchase of subsidised Petrol RON95 to any foreign-registered vehicle. The step aims to ensure fuel subsidies are enjoyed exclusively by Malaysians. Violators — whether vehicle owners, drivers, or petrol station operators — will face strict action under existing laws.
– Diesel sales limits in Sabah, Sarawak and Labuan
Petrol station licensees in the three regions have been directed to restrict subsidised diesel (priced at RM2.15 per litre) sales to land transport vehicles according to vehicle category: 50 litres, 100 litres, or 150 litres per transaction. The cap is designed to prevent exploitation by smuggling syndicates and ineligible industrial users.
KPDN has placed its 2,400 enforcement officers nationwide on high alert for intensified field inspections and monitoring. Through OPS TIRIS 4.0, the ministry will enhance integrated cooperation with the Border Security and Protection Agency (AKPS), Royal Malaysia Police (PDRM), and other agencies to close all loopholes for leakages.
The ministry issued a stern warning that any attempt by individuals or syndicates to exploit the current global situation will not be tolerated. “Diverting national subsidies is an act of betrayal against the people and the country,” the statement read. The strongest enforcement action will be taken without compromise.
KPDN also urged all Malaysians — consumers, traders, industry players and organisations — to support the KITA GEMPUR (Gerakan Membasmi Manipulasi dan Ketirisan) movement for the collective benefit of the nation.
