KELANTAN, MALAYSIA April 4, 2026 – The Ministry of Domestic Trade and Cost of Living (KPDN) has stepped up enforcement to safeguard Malaysia’s controlled goods supply chain, particularly petroleum products, by activating the integrated OPS TIRIS 4.0 operation amid ongoing global energy uncertainties.
In an official statement issued today, Minister of Domestic Trade and Cost of Living, Datuk Armizan Mohd Ali confirmed that national petroleum supply remains stable, as stated by Deputy Prime Minister Datuk Amar Fadillah Yusof during a global energy crisis briefing on 2 April 2026. The government is simultaneously implementing contingency measures to ensure long-term energy security for domestic needs.
To curb leakage through smuggling, diversion and hoarding, the government is tightening both enforcement and daily monitoring. The High-Level Inter-Agency Coordination Committee to Combat Leakage and Smuggling (JTPAP) was immediately activated on 11 March 2026 under the chairmanship of the Deputy Prime Minister following a Cabinet decision.
As part of the intensified strategy, the existing OPS TIRIS 3.0 has been upgraded to OPS TIRIS 4.0 (Bersepadu), effective 16 March 2026. The operation now adopts a more integrated approach involving all relevant enforcement agencies and government bodies across three main clusters: land, waters and borders.
“The operation will involve all related agencies,” said Armizan. Meanwhile Fadillah is scheduled to chair the second JTPAP meeting on 6 April 2026 to provide an update on the enforcement status.
In addition to on-ground operations, KPDN is implementing daily monitoring through a centralised supply-chain dashboard that covers the entire distribution network — from refineries to retail outlets, including all storage facilities, petrol stations and industrial users.
KPDN is also strengthening the KITA GEMPUR movement, a nationwide “whole-of-nation” initiative launched on 19 October 2024 to combat business manipulation and leakage of controlled goods through public participation.

However, the public has been reminded to exercise caution and responsibility when sharing information. Spreading unverified or false news that could trigger panic may result in strict legal action under existing laws.
