KUALA LUMPUR, MALAYSIA February 24, 2026 – The Enforcement Agencies Integrity Commission (EAIC) has concluded its investigation into complaints of negligence during a firearms training session conducted by the RELA Northern Region Training Centre (PLRWU), which resulted in injury to a participant.
In a media statement issued today for immediate release, EAIC detailed the findings of its probe into two complaints regarding the training held on 15 November 2024 for participants of the Basic Induction Course for RELA Officers:
(i) negligence in the handling of firearms training at PLRWU that caused injury to one participant; and
(ii) the organisation of the firearms training allegedly not in accordance with the applicable legal provisions in force.
Investigation Findings
The investigation was carried out in accordance with subsection 27(4) of the Enforcement Agencies Integrity Commission Act 2009 [Act 700]. EAIC found that:
(i) negligence occurred on the part of RELA officers who were on duty as Field Target Officer and Site Officer during the firearms training;
(ii) PLRWU management failed to submit a police report and an official report to RELA Headquarters regarding the incident; and
(iii) there was non-compliance with the conditions of the Temporary Firearms Licence/Permit issued by the Kedah Contingent Police Headquarters (IPK Kedah), which required every shooter to be assisted by a Royal Malaysia Police (PDRM) officer.
Recommendations
Based on the findings, EAIC has decided to refer the investigation results to the RELA Disciplinary Authority, recommending disciplinary action against the officers involved for the offence of negligence in performing duties under paragraph 4(2)(j) of the Public Officers (Conduct and Discipline) Regulations (Amendment) 2002 [P.U.(A) 246].
EAIC has also recommended the refinement and review of all Standard Operating Procedures (SOPs) related to the handling and training of firearms by RELA to ensure they fully align with prevailing legal requirements.
The commission emphasised its commitment to upholding integrity and accountability within enforcement agencies.
