PAPAR, SABAH, MALAYSIA Nov 2. 2025 – Papar Member of Parliament, Datuk Armizan Mohd Ali, today criticized the failure of the Century Plaza project developer in managing the process of issuing individual ownership land titles to commercial shop lot buyers, an issue that has dragged on for nearly two decades.
In a press conference held here, Armizan revealed that 24 buyers have sought assistance through his office, with 19 of them having fully settled their bank loans. Tragically, two original buyers have passed away while awaiting resolution of this matter.
The buyers’ efforts to contact the developer, PMSB Ventures Sdn. Bhd., which is responsible for handling the subdivision of land parcels and individual title applications, have received no response for a long time. “These buyers have waited nearly 20 years, and this is their right under the sale and purchase agreement,” said Datuk Armizan.
He also recounted that he had requested a meeting on October 27, involving buyer representatives, the developer, and relevant government agencies. However, no representatives from the developer or their lawyers attended, causing the meeting to fail as planned.
As a result, Armizan has instructed the law firm Tetuan Zainal & Associates to represent the 24 buyers and take follow-up actions, including considering legal proceedings if the developer does not respond within 14 days. “We will ensure the buyers’ rights are fully protected,” he added.
Armizan also called on PMSB Ventures and the Papar District Council, as the landowner, to act immediately by informing the buyers of any latest developments, in order to fulfill their contractual responsibilities.
This issue raises broader concerns about development project management in Sabah, where delays in land title issuance often burden ordinary buyers who rely on these properties for their income sources.
