CASH REFUND APPLICATION FOR RON95 SKPS SUBSIDY BEGINS SEPTEMBER 30, 2025

PUTRAJAYA. Malaysia, Sept 26, 2025 – In an effort to streamline RON95 subsidy targeting, the Ministry of Domestic Trade and Cost of Living (KPDN) oversees subsidy distribution to (i) public land transport and (ii) goods land transport sectors. Twenty-one eligible transport categories will continue receiving the existing RM2.05 per liter subsidy, compared to the unsubsidized pump price of around RM2.60 per liter, regulated via the Subsidized Petrol Control System (SKPS) and fleet cards at fuel stations.

Registration for these sectors opened on September 15, 2025, through: 
(i) SKPS registration at http://mysubsidi.kpdn.gov.my, with instant approval notifications and letters; 
(ii) Using the approval letter to apply for fleet cards from selected oil companies (up to three). 

As of September 25, 2025, 5,233 companies with 12,955 vehicles have registered nationwide. 

Concerned about companies yet to receive fleet cards by the September 30, 2025 subsidy rollout, the government will open cash refund claims under SKPS from that date. This allows eligible firms to reclaim the price difference between unsubsidized RON95 and the RM2.05 per liter subsidized rate. 

Eligibility for cash refunds requires:
(i) Registration and fleet card application by October 31, 2025; 
(ii) Refunds for purchases from September 30 to October 31, 2025, or until fleet card receipt, whichever is earlier; 
(iii) Claims via SKPS at https://mysubsidi.kpdn.gov.my, supported by uploaded RON95 purchase receipts. 

Refunds will be credited to company bank accounts by the Ministry of Finance (MOF) within 15 working days after SKPS administrator review. For inquiries, contact the SKPS Hotline: 03-8882 5893/5894/5923/6667 or email bayaranbalikmysubsidi@kpdn.gov.my. 

KPDN urges all eligible public and goods transport companies to register promptly for RON95 subsidy benefits.
