KUALA LUMPUR, MALAYSIA March 3, 2026 – DAP lawmaker and Bangi MP Syahredzan Johan has shared a detailed analysis on Instagram of the government’s controversial proposal to cap the Prime Minister’s term at a maximum of 10 years, just hours after the constitutional amendment bill narrowly failed in Parliament.
In an Instagram reel posted on his account (@syahredzanjohan) with the caption “Ulasan mengenai RUU untuk mengehadkan tempoh jawatan Perdana Menteri. #DemiBangi”, the veteran lawyer and deputy national chairman of DAP dissected the **RUU Perlembagaan (Pindaan) 2026**. He explained the core proposal: amending Article 43 of the Federal Constitution to ensure no individual can hold the office of Prime Minister for more than 10 years in total — whether consecutive or non-consecutive terms. Once the 10-year aggregate limit is reached, the person cannot be reappointed.
The bill, tabled earlier by Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said, was positioned by the Madani Government as a key institutional reform to promote leadership renewal, strengthen democratic accountability and prevent the long-term concentration of power. Prime Minister Datuk Seri Anwar Ibrahim has repeatedly stated that the reform would apply to him first.
Yesterday, however, the Dewan Rakyat rejected the bill during its second reading. It secured only 146 votes in favour — falling short by two votes of the required two-thirds majority (at least 148 out of 222 MPs). Forty-four MPs abstained or did not vote, while 32 were absent. The outcome triggered immediate finger-pointing, with some coalition members blaming internal absentees rather than the opposition.
In his reel, Syahredzan Johan highlighted the voting shortfall, noting that the bill needed 148 supporting votes but only managed 146. He framed the proposal as part of broader efforts to modernise Malaysia’s governance and emphasised its importance for future political stability.
The failure has sparked fresh debate on parliamentary discipline and cross-party support for constitutional reforms. Analysts suggest the government may reintroduce a similar bill in the future, possibly with stronger internal coordination.
