KUALA LUMPUR, Malaysia, July 31, 2025 – Selangor Menteri Besar Dato’ Seri Amirudin Shari has hailed the 13th Malaysia Plan (RMK13) as a transformative blueprint for elevating the people’s dignity, following its tabling by Prime Minister Datuk Seri Anwar Ibrahim in Parliament earlier today.

In a statement, Amirudin expressed appreciation for attending the presentation and endorsed the plan’s framework under the theme “Redesigning Development to Elevate the People’s Dignity.” The plan calls for a collective investment of RM611 billion from the federal government, government-linked investment companies (GLICs), and the private sector to realize its socio-economic objectives.

This aims to evolve Malaysia from a semiconductor manufacturing hub to one encompassing integrated circuit design, advanced packaging, and fabrication.
Amirudin stressed the emphasis on efficient governance for equitable wealth distribution, alongside efforts to boost economic complexity and raise income floors for citizens.
The RM67 billion allocation for education infrastructure, including school construction, upgrades, and vertical schools in high-density urban areas, was welcomed as beneficial for city dwellers. Mandatory preschool for five-year-olds ensures early foundational education, leaving no Malaysian child behind.
For Selangor, the announcement of Carey Port development was met with enthusiasm, with the state government ready to partner with the federal authorities to expedite it. This will address container capacity needs at Port Klang, aligning with ambitions to position Malaysia as Asia’s leading transshipment hub.
The plan’s provision of 1.2 million job opportunities in manufacturing and digital economy sectors is expected to benefit Selangor graduates, especially in high-tech and automated industries. Funding for Perkasa TVET Madani and the TVET Training Fund will elevate technical and vocational education and training (TVET) from a last resort to a primary choice for youth, offering higher-wage careers.
However, Amirudin called for TVET efforts to align more closely with the 21 key industries outlined in the New Industrial Master Plan 2030 (NIMP 2030). He advocated for a dedicated agency to streamline private sector partnerships and eliminate overlaps.
The addition of 300 demand-responsive transit (DRT) vans, 1,200 buses, and 217 passenger train sets will enhance public transport in the Klang Valley, reducing peak-hour road congestion. This builds on existing local authority-led DRT initiatives in Selangor.
On sustainability, measures such as the National Climate Change Bill and boosting renewable energy to 35% by 2030 were praised for balancing growth with environmental protection. Recognition of waste-to-energy technology in RMK13 will spur Selangor’s ongoing efforts, reducing reliance on landfills that pose long-term ecological risks.
Flood mitigation plans for Sungai Langat and Sungai Buloh were positively received, with Amirudin urging adherence to the Auditor General’s recent recommendations to strengthen tender and pre-qualification processes, ensuring timely implementation without delays.
To ease cost-of-living burdens, the continuation of Sumbangan Tunai Rahmah and Sumbangan Asas Rahmah (SARA), along with the commitment to build 1 million affordable homes from 2026 to 2035, will particularly aid urban and suburban youth.
Food security strategies, including five-season paddy planting within two years—as successfully implemented in Sekinchan—were also highlighted.
Amirudin announced his intention to join the RMK13 debate in Parliament next week to present specific views and proposals benefiting Selangor’s residents.
