PUTRAJAYA, April 24, 2026 – The Ministry of Home Affairs (KDN) has pledged to hold discussions with book publishers before imposing any prohibition orders on their publications, following a consultative session with the Malaysian Book Publishers Association (MABOPA).
In a media statement issued today, KDN said the engagement session was held on April 21, 2026, in Putrajaya to discuss matters related to Malaysia’s publishing industry. The ministry was represented by the Secretary of the Enforcement and Control Division.
“Following the outcome of the discussions in the consultative session, KDN will strengthen its existing approach by holding prior discussions with any publishers involved before any action is taken against their publications,” the statement read. “This step is part of improvement efforts to ensure a more transparent and constructive process.”
KDN also announced it will review and reassess all gazetted Prohibition Orders (Perintah Larangan) on existing publications, taking into consideration views and recommendations from stakeholders.
While reaffirming its support for creative freedom, KDN stressed the need for all publications to comply with the law.
“KDN always respects and welcomes freedom of creation as well as scholarly discourse, and appreciates the development of creative writing in the country,” the statement said. “However, as the ministry responsible for maintaining public safety and order, KDN emphasises that every publication must comply with legal provisions and must not contain elements that could undermine harmony and societal well-being.”
The ministry urged all parties to give it the necessary space to manage the matter effectively, so that the balance between freedom of expression and public safety can be maintained in line with the values of Malaysia MADANI, which emphasise compassion, responsibility and shared well-being.
