Gobind Launches Non-Citizen Segment of MyGovernment Portal to Boost Malaysia’s Global Appeal

MALAYSIA, SEPANG, June 17, 2025 – Digital Minister Gobind Singh Deo today officiated the launch of the Non-Citizen Segment of the MyGovernment Portal, known as Portal RAI, at the KLIA Arrival Hall. The initiative marks a significant step in reforming Malaysia’s digital government services, offering efficient, responsive, and inclusive access for foreign visitors, aligning with the MADANI government’s vision for public welfare and national competitiveness.

Speaking at the event, Gobind emphasized that Portal RAI, launched in tandem with Malaysia’s ASEAN Chairmanship 2025, underscores the country’s commitment to regional digital transformation.

“This is not just a portal launch but a leap forward in delivering seamless digital services to non-citizens visiting, studying, working, living, or investing in Malaysia,” he said.

The MyGovernment Portal, approved by Prime Minister Dato’ Seri Anwar Ibrahim in December 2024, serves as Malaysia’s primary digital gateway for public services, catering to citizens, businesses, and international visitors. Portal RAI, a dedicated segment for non-citizens, organizes services into six key clusters: Enter (entry information), Visit (tourism and visa guidance), Study (education opportunities), Work (permits and employment), Live (daily services and living), and Invest (investment opportunities and incentives).

Gobind highlighted the portal’s user-friendly design, built on feedback from non-citizens, ensuring transparency and accessibility.

“Portal RAI positions Malaysia as a top destination for education, investment, and strategic partnerships, enhancing our image as a regional hub for tourism and investment,” he added.

The success of the portal is underpinned by the Data Sharing Act 2025 (Act 864), enacted on April 28, 2025, which fosters interconnected government services while prioritizing national security and individual privacy. Artificial Intelligence (AI) tools, guided by the Public Sector AI Adoption Guidelines issued on February 27, 2025, further enhance data processing, analytics, and service efficiency.

Gobind also spotlighted the MyGOV Malaysia mobile app, a one-stop digital platform revolutionizing citizen-government interactions. He urged all ministries to integrate their services into the app and the MyGovernment Portal to ensure comprehensive access.

The minister praised the collaborative efforts of the Digital Department and other ministries in developing Portal RAI, calling for sustained inter-agency cooperation to keep content relevant and innovative. “We aim to eliminate siloed approaches and deliver fast, consistent, and holistic services,” he said.

The launch reflects Malaysia’s openness to the world, ensuring equitable access to information and services without discrimination. Gobind expressed confidence that Portal RAI will meet the needs of foreign clients with speed, efficiency, and transparency, reinforcing Malaysia’s global competitiveness under the MADANI framework.

The event was attended by Digital Ministry Secretary-General Fabian Bigar, National Digital Department Director-General Ts. Nik Zalbiha Nik Mat, Malaysia Airports Holdings Berhad Chief Aviation and Strategic Officer Megat Ardian Wira Mohd Aminuddin, and other government and industry representatives.
