PAPAR, SABAH, MALAYSIA December 20, 2025 – In preparation for Christmas celebrations on December 25, the Ministry of Domestic Trade and Cost of Living (KPDN) has announced the enforcement of the Festival Season Maximum Price Scheme (SHMMP) for Christmas 2025. The scheme will be in effect for five days, from December 23 to 27, covering two days before, the day of, and two days after the holiday.
The initiative aims to ensure affordable prices for consumers amid festive demand while providing traders with a reasonable implementation period. KPDN has identified 14 essential items under price control, primarily focusing on imported meats, vegetables, and poultry. The controlled goods include:
1. Imported bone-in mutton
2. Imported round cabbage (from Indonesia and China, excluding Beijing cabbage)
3. Carrots (from China)
4. Tomatoes
5. Red chilies
6. Green bell peppers
7. Large shallots
8. Large yellow onions
9. Imported potatoes (from China)
10. Chicken wings
11. Live old chickens (Sarawak only)
12. Live pigs (farm only)
13. Pork belly
14. Pork meat and fat
Items 11 through 14 apply exclusively to Sabah, Sarawak, and the Federal Territory of Labuan.
The scheme was developed in consultation with strategic partners, including the Ministry of Agriculture and Food Security (KPKM), government agencies, and industry stakeholders. Factors such as supply-demand dynamics, current costs, weather, and wage rates were considered to set maximum wholesale and retail prices. KPDN is collaborating with KPKM to guarantee sufficient supply of these items throughout the period.
Enforcement will be carried out under the Price Control and Anti-Profiteering Act (AKHAP) 2011. KPDN enforcement officers will monitor key locations such as public markets, farmers’ markets, and shopping centers. Traders are required to use pink price tags for controlled items and adhere to the set prices, which are available on the KPDN website at www.kpdn.gov.my.
The ministry emphasized a balanced approach to enforcement, prioritizing education, advice, and warnings to encourage ethical business practices. However, strict action will be taken against violators. Penalties include:
– For selling above maximum prices:
– Individuals: Fine up to RM100,000, imprisonment up to three years, or both; or compound up to RM50,000.
– Companies: Fine up to RM500,000 or compound up to RM250,000.
– For failing to display pink price tags:
– Individuals: Fine up to RM10,000 or compound up to RM5,000.
– Companies: Fine up to RM20,000 or compound up to RM10,000.

In addition to the SHMMP, KPDN is rolling out cost-of-living relief programs for the festive season. The Madani Rahmah Sales Program (PJRM) for Christmas will run from December 18 to 27, with 875 sales events nationwide offering discounted essentials. Furthermore, the Madani Ihsan Service Program at Petronas AutoExpert (SIM@PAX) will provide vehicle servicing at 115 Petronas workshops across the country from December 18 to 27. Appointments can be booked via the “SETEL” app.

Minister Datuk Armizan Mohd Ali urged all parties to comply with the regulations, stating that the measures are designed to balance consumer benefits with trader sustainability during the holiday period. The announcement was made in Papar, Sabah.
