PDRM Hails RM21.2 Billion Home Affairs Allocation in MADANI Budget 2026 as Boost for Security and Welfare

KUALA LUMPUR, MALAYSIA Oct 10, 2025 – The Royal Malaysia Police (PDRM) has expressed profound gratitude to the Malaysian Government for its unwavering commitment to national security and personnel welfare, as reflected in the RM21.2 billion allocation to the Ministry of Home Affairs (KDN) under the newly tabled MADANI Budget 2026.

In a statement issued late Friday, Inspector-General of Police Tan Sri Razarinah Mohd Khalid described the budget, presented by Prime Minister Datuk Seri Anwar Ibrahim on October 10, as more than a fiscal document—it’s a clear manifestation of the leadership’s resolve to build a stable, prosperous, and competitive Malaysia. “This allocation underscores the nation’s united determination to fortify security and uplift the well-being of our uniformed forces,” she said.

The funding is poised to deliver tangible benefits in welfare, infrastructure, and operational efficiency for PDRM and other KDN agencies tasked with public safety. Key highlights include:

RM1 billion for asset maintenance and procurement : This covers the purchase of 100 four-wheel-drive (4×4) vehicles to enhance PDRM’s risk management and operations, alongside four fast patrol vessels for the Marine Police Unit (PPM) to bolster maritime security.

Over RM1.5 billion for facility upgrades : Investments will support the construction and enhancement of new infrastructure, such as the Sarawak Contingent Police Headquarters (IPK) and the Lawin Police Station in Gerik, Perak; upgrades to the integrated complex for the Malaysian Maritime Enforcement Agency and Marine Police in Labuan; an additional building for Battalion 23 of the General Operations Force (PGA) in Sri Aman, Sarawak; and three new PGA posts in Sungai Nibong, Sungai Banting, and Sekinchan, Selangor.

Advancing cyber crime legislation and capabilities : A new Cyber Crime Bill will be drafted for more comprehensive handling of digital offenses. The National Cyber Security Agency (NACSA) will establish a Cyber Security and Cryptology Development Centre to safeguard digital sovereignty. The National Scam Response Centre (NSRC), now directly overseen by PDRM, receives RM12 million to expedite financial fraud responses. Additionally, RM20 million is earmarked for modernizing digital forensics systems within the Criminal Investigation Department’s (CID) Commercial Crime Investigation Division (D11), including a new Behavioral Science Unit to analyze offender patterns in child sexual exploitation cases online.

RM2.2 billion for housing improvements : Funds will go toward building, maintaining, and repairing quarters for police, military personnel, doctors, nurses, teachers, firefighters, and prison staff. The government will also acquire properties to serve as quarters for Eastern Sabah Security Command (ESSCOM) members in Lahad Datu, Sabah; Immigration officers in Lipis, Pahang; and Kuala Lumpur Immigration Department.

  The LPPSA Youth Housing Financing Scheme will be extended until December 31, 2026, potentially benefiting up to 48,000 civil servants under 30 years old. The maximum financing limit rises to RM1 million in line with salary adjustments and rising property prices, with eased second-round financing available from the fourth quarter of 2026 without needing to complete the first loan, subject to remaining eligibility.

Academic incentive boost: Starting 2026, recipients of Federal Training Awards (HLP) half-scholarships will receive a RM900 monthly living allowance to encourage qualifications upgrades, with the number of beneficiaries increasing to 150.

Special financial aid: A one-off RM500 assistance for all Grade 56 and below civil servants, including contract appointees, and RM250 for all government pensioners, encompassing both pension-receiving and non-pension veterans.

As Malaysia’s primary law enforcement institution, PDRM reaffirmed its pledge to execute these initiatives with utmost trust, integrity, and fiscal discipline, optimizing every ringgit to strengthen the national security framework and ensure public prosperity. “We stand firm in supporting the government’s MADANI economic policies, rooted in professionalism, integrity, and people-centric welfare, to elevate policing standards in line with aspirations for a peaceful, affluent, and respected Malaysia on the global stage,” the IGP concluded.
